Resolution of the Cabinet of Ministers of Ukraine Regarding the Action Plan for Overcoming Crisis Situations in the Oil and Petroleum Products Market

The government has approved a mechanism for responding to crisis situations in the oil market. There is now a clear plan for monitoring, determining levels of crisis situations, and decision-making procedures. In the event of a fuel shortage threat, the authorities will be able to take prompt measures to stabilize the market, coordinating actions between various departments and market participants.

Resolution of the Cabinet of Ministers of Ukraine Regarding the Lists of Minerals

The government has updated the lists of minerals of national and local importance. This is important for regulating mineral extraction and planning the development of the mining industry. Also, the name of one of the ministries was changed to bring it into line with the current structure of the government.

Order of the Ministry of Defense of Ukraine No. 279 on the Accounting of Military Property

The Ministry of Defense has amended the instruction on the accounting of military property. This primarily concerns defense goods received under state contracts. A clear definition of the term “state customer service” and the procedure for acceptance and transfer of property have been introduced, which should simplify accounting and make it more transparent.

Order of the Ministry of Defense of Ukraine on Tactical Prehospital Care

The Ministry of Defense has improved the accounting system for providing first aid to wounded soldiers. A new form has been introduced – the “Casualty Card,” which records all information about the condition of the soldier, injuries sustained, and assistance provided. This will allow for more effective transfer of information about the wounded to the next stages of evacuation and treatment.

Decree of the President of Ukraine on Awarding Military Personnel

The President recognized the heroism of military personnel and employees of the State Emergency Service, the National Guard, and the National Police, who showed courage and dedication in protecting Ukraine, with state awards. Many awards were given posthumously. This is the state’s recognition of their contribution to the defense of our country.

Decision of the National Security and Defense Council of Ukraine and Decree of the President of Ukraine on Sanctions

The National Security and Defense Council of Ukraine has decided to impose sanctions against certain individuals, and the President has enacted this decision with his Decree. This means that certain restrictions provided by the legislation on sanctions will be applied to these individuals, in particular, the blocking of assets and restrictions on trade operations. The specific list of individuals and restrictions is contained in the annex to the decision of the National Security and Defense Council of Ukraine.

Order of the Cabinet of Ministers of Ukraine on the Dismissal of the Deputy Minister

The government dismissed Valeriia Ionan from the post of Deputy Minister of Digital Transformation for European Integration. The reason is her own desire.

### **On the accounting price of banking metals**

This announcement by the National Bank of Ukraine (NBU) establishes the accounting prices for banking metals such as gold, silver, platinum, and palladium, as of May 30, 2025. These prices are used for accounting purposes and do not obligate the NBU to buy or sell these metals at the stated prices. The announcement provides a digital code, letter code, number of troy ounces, and accounting price for each metal.

The structure of the announcement is simple: a table with information on the accounting prices for banking metals. It does not contain provisions that could be compared to previous versions, as it is current information on prices for a specific date.

The most important thing to note is that these accounting prices are indicative and are not binding for the purchase or sale of banking metals by the National Bank of Ukraine.

### **On the official exchange rate of the hryvnia against foreign currencies**

This document is a notification from the National Bank of Ukraine regarding the official exchange rate of the hryvnia against foreign currencies and SDRs (Special Drawing Rights) for a specific date, May 30, 2025.

The structure of the document is simple: it is a table containing information about the currency code (digital and letter), the number of currency/SDR units, the name of the currency/SDR, and the official exchange rate of the hryvnia for each. ### **On the appointment of O. Kukuruza as the Head of the Voznesensk District State Administration of the Mykolaiv Region**

This is an order of the President of Ukraine on the appointment of Oleksandr Viacheslavovych Kukuruza as the Head of the Voznesensk District State Administration of the Mykolaiv Region.

The structure of the order consists of one concise clause on the appointment of a specific person to the position of Head of the RDA. The order does not contain any additional provisions or amendments to previous acts.

**On Dismissal of Ionan V.E. from the Position of Deputy Minister of Digital Transformation of Ukraine for European Integration**

This order of the Cabinet of Ministers of Ukraine concerns personnel matters.

Order No. 500-r of May 27, 2025, of the Cabinet of Ministers of Ukraine dismisses Valeria Eduardivna Ionan from the position of Deputy Minister of Digital Transformation of Ukraine for European Integration. The basis for dismissal is the official’s own request.

**Structure and main provisions:**
The order consists of one clause, which contains the decision to dismiss a specific person from a specific position. The order specifies the full name of the person, the position from which they are dismissed, and the basis for dismissal – their own request. The order is signed by the Prime Minister of Ukraine.

**On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)**

The decision of the National Security and Defense Council of Ukraine dated May 25, 2025, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) to individuals. The decision supports the proposals of the Security Service of Ukraine regarding the application of sanctions and identifies the list of individuals to whom these sanctions apply. The Cabinet of Ministers of Ukraine, the SBU, the NBU, and the Commission on State Awards and Heraldry are instructed to ensure the implementation and monitoring of the effectiveness of these sanctions. The Ministry of Foreign Affairs of Ukraine must inform international bodies about the application of sanctions and initiate the introduction of similar measures.

The structure of the decision includes: a preamble referring to the Law of Ukraine “On Sanctions,” three main clauses defining the support of proposals for sanctions, the application of sanctions to individuals in accordance with the appendix, and ensuring the implementation and monitoring of sanctions, as well as a clause on informing international partners.
