On the Exercise by the Head of the Hostomel Settlement Military Administration of Bucha Raion, Kyiv Oblast, of the Powers Enshrined in Part Two of Article 10 of the Law of Ukraine “On the Legal Regime of Martial Law”

Good day! Let’s consider the Resolution of the Verkhovna Rada of Ukraine regarding the exercise of powers by the Head of the Hostomel Settlement Military Administration.

1. **Essence of the law:** This resolution endows the Head of the Hostomel Settlement Military Administration with additional powers, namely, the powers of the settlement council, its executive committee, and the settlement head for the period of martial law and 30 days after its termination or cancellation. Also, the head of the military administration may approve the temporary structure of the executive bodies of the council. The council’s staff, executive bodies, and communal enterprises are subordinate to the head of the military administration.

2. **Structure and main provisions:** The resolution consists of two clauses. The first clause defines the scope of powers transferred to the head of the military administration, and also establishes the procedure for subordination of the council’s staff and other bodies. The second clause determines the date of entry into force of the resolution – from the date of its publication.

3. **Key provisions for use:** The most important provision is that the Head of the Hostomel Settlement Military Administration receives broad powers necessary to manage the community under martial law. This means that all decisions previously made by the settlement council, its executive committee, and the settlement head will now be made by the head of the military administration.
