This act amends two resolutions of the Cabinet of Ministers of Ukraine, regulating the lease of state property and public procurement under martial law.
Structurally, the resolution amends Resolution No. 634 regarding the lease of state property, adding a clause on the specifics of leasing complexes for receiving and loading oil/petroleum products. Amendments are also made to Resolution No. 1178 regarding public procurement, allowing the procurement of services for the maintenance of oil complexes without applying standard procedures.
The most important provision is the simplification of the lease and procurement procedures for facilities that ensure energy security, in particular, oil transshipment complexes, which will allow for more efficient resolution of issues related to their operation and maintenance.
