Legislative Changes Digest:

A new procedure for creating special groups in kindergartens for children with special educational needs has been approved. Clear requirements for group size (6-12 children) have been established, with mandatory development of individual development programs and the introduction of a teacher assistant position.

Changes have been made to the procedure for providing state support to agricultural producers for purchasing domestic agricultural equipment. Now, only enterprises registered in the State Agricultural Register, with agricultural income share of at least 75%, can be recipients. A ban has been introduced on compensation for enterprises with connections to Russia/Belarus.

An experimental project for basic social assistance for low-income families has been launched for 2 years. The base assistance amount is 4,500 UAH, with applications submitted through the Diia Portal or Pension Fund offices with automated data verification.

Electronic marriage registration opportunities have been expanded for military personnel through the “Army+” portal. A separate registration schedule is provided for military personnel in the Diia app.

A procedure for maintaining unified registries of licensees for production and circulation of alcohol, alcoholic beverages, tobacco products, and fuel has been approved. Registries are maintained electronically with free access through the State Tax Service web portal.

Changes have been made to the procedure for registering internally displaced persons. The right of military personnel to obtain IDP status has been clarified, and automatic verification through the “Trembita” system has been introduced regarding IDP stay abroad for over 90 days.

On the Accounting Price of Banking Metals

This is a daily notification from the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).

The document structure is simple – a table indicating metal codes (numeric and literal), measurement unit (troy ounce), and accounting price in hryvnias for each metal as of a specific date.

Key provisions:
– Prices set for 09.04.2025
– Gold (XAU) – 124,255.72 UAH per ounce
– Silver (XAG) – 1,251.92 UAH per ounce

It is important to note that these prices are reference prices, and the NBU does not undertake to conduct buying and selling operations of banking metals at the specified prices. Such quotations are published daily and are used for accounting, customs, and other calculations.

On the Official Exchange Rate of the Hryvnia to Foreign Currencies

This is an official notification from the National Bank of Ukraine on establishing exchange rates of foreign currencies in relation to the hryvnia as of 09.04.2025.

The document structure is a table with official exchange rates for 42 currencies, where for each currency is indicated:
– Numeric currency code
– Literal currency code
– Number of currency units
– Full currency name
– Official exchange rate to hryvnia

It should be noted that these rates are used for accounting and NBU operations with the State Treasury Service of Ukraine but do not create obligations for the NBU to buy or sell currency at the specified rates.

On Amendments to the Procedure for Implementing an Experimental Project on Conducting State Marriage Registration in Electronic Form

The essence of the changes is to expand the possibilities of electronic marriage registration for military personnel. The resolution amends the experimental project on online marriage registration, adding the ability to use the “Army+” portal for identifying military personnel and establishing a separate registration schedule for them.

– Changes to paragraph 3 expand electronic identification methods, adding the possibility of using an advanced electronic signature

On Amendments to the Procedure for Using Funds Provided in the State Budget for Partial Compensation of the Cost of Agricultural Machinery and Equipment of Domestic Production

On Amendments to Mandatory Requirements for Creation (Modernization, Modification, Development), Administration and Ensuring Functioning of Informatization Means

This resolution introduces specific changes to the procedure for creating and functioning informatization means, particularly regarding the use of international technical assistance funds.

Structurally, the resolution contains only two points of changes to the previous resolution No. 205 dated 21.02.2025. The first change expands the scope of requirements to measures financed by international technical assistance. The second change removes the mention of international technical assistance from paragraph 5 of the base resolution.

The key point is that mandatory requirements for informatization means now also apply to projects implemented with international technical assistance funds. This means such projects must meet all standards and requirements established for state information systems, regardless of the funding source.

On Amendments to Procedures Approved by Resolutions of the Cabinet of Ministers of Ukraine Dated October 1, 2014 No. 509 and September 22, 2016 No. 646

This resolution amends the procedure for accounting and maintaining the database of internally displaced persons (IDPs).

Essence of changes:
1. Clarified the right of military personnel to obtain IDP status
2. Established new rules for verifying IDP status during prolonged stay abroad
3. Updated procedures for interaction between state bodies regarding the unified IDP database

Structure:
– Changes to the IDP Certificate Issuance Procedure (clarifications regarding military personnel, place of residence, verification)
– Changes to Database Management Procedure (updating the list of data entered, reporting procedure)

Key Provisions:
1. Military personnel (except conscripts) have the right to an IDP certificate if their housing is in a combat zone or destroyed

Scholarships for 2025/26 Academic Year
