Good day! Let’s consider the resolution of the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (NCEC) No. 131 dated March 5, 2025.
1. **Essence of the Law:** This resolution amends the Regulation on the Electronic Regulatory Platform, obligating providers of electronic communication services to restrict access to websites used for organizing gambling without a proper license. This is done based on decisions of the central executive authority responsible for regulating gambling. The resolution aims to combat illegal online gambling.
2. **Structure and Main Provisions:** The resolution amends paragraph 4 of Section II of the Regulation on the Electronic Regulatory Platform, adding a new subparagraph 24, which establishes the obligation to block access to certain websites. Also, the following subparagraphs are renumbered. The resolution comes into effect simultaneously with the entry into force of the Law of Ukraine No. 4116-IX, but no earlier than the day of its official publication.
3. **Main Provisions for Use:** The most important provision is the obligation of electronic communication service providers to block access to websites identified by the relevant state authority. This means that Internet providers will have to respond promptly to the regulator’s decisions and take measures to restrict users’ access to such resources.
