The essence of the decree is to change the personal composition of the Headquarters of the Supreme Commander-in-Chief – the highest military management body under martial law. The new Chief of the General Staff of the Armed Forces of Ukraine, Andrii Hnatov, is introduced to the Headquarters, replacing A. Bargylevych.
Structurally, the decree consists of two points: the first defines changes in the composition of the Headquarters (introduction and removal of persons), the second establishes the procedure for entry into force. The decree amends the previous Decree No. 72/2022 dated 24.02.2022 “On the Establishment of the Headquarters of the Supreme Commander-in-Chief”, which underwent numerous changes during 2022-2025.
The key provision is the appointment of a new member of the Headquarters – the Chief of the General Staff of the Armed Forces of Ukraine, Hnatov A.V., which indicates a change in the country’s top military leadership. The decree was adopted in accordance with the Law of Ukraine “On Defense of Ukraine” and based on the proposal of the National Security and Defense Council of Ukraine, which corresponds to the established procedure for forming the composition of the Headquarters of the Supreme Commander-in-Chief.
