On Approval of Amendments to the Procedure for Accounting, Creation and Maintenance of the Register of Economic Entities Conducting Operations with Precious Metals and Precious Stones

This order of the Ministry of Finance amends the procedure for maintaining the register of economic entities working with precious metals and stones. The main changes relate to the procedure for reviewing applications for inclusion in the register and amendments thereto. A clear 30-day period for reviewing such applications is established, and the procedure for working with incomplete or unreliable data is detailed.

Structurally, the order consists of two main blocks of changes: to Section II (regarding inclusion in the register) and Section III (regarding amendments to the register). In both cases, identical procedures for reviewing applications and working with document deficiencies are introduced.

Key innovations:
– Establishing a 30-day period for reviewing applications
– Introduction of a procedure for leaving an application “without movement” instead of rejection
– Possibility for the Ministry of Finance to clarify information
– Right of the economic entity to request an extension of the period for eliminating deficiencies
– Clear procedure for appealing decisions to leave an application without movement
– Preservation of the original application submission date when deficiencies are eliminated within the specified period
