On Amendments to the Regulation on Military Service of Military Personnel of the Foreign Intelligence Service of Ukraine

Essence of the Law:
The Decree introduces amendments to the Regulations on Military Service in the Foreign Intelligence Service of Ukraine (FISU). The main changes concern the procedure for signing contracts, military rank assignments, and service specifics during martial law.

Structure and Main Provisions:
1. Powers for signing initial contracts have been clarified:
– For officers – by the FISU Chairman
– For sergeants – by Deputy Chairmen and authorized unit heads

2. Procedure for early military rank promotion has been modified, especially during martial law:
– Up to Colonel – after half of the service term
– During martial law, promotion possible after 3 months of service
– Repeated early promotion for junior officers – after 6 months of combat participation

3. A new basis for being placed in reserve added – accompanying spouse on long-term foreign assignment within FISU.

Important Practical Aspects:
– Simplified early rank promotion procedure during martial law
– Expanded social guarantees for FISU staff families on long-term foreign assignments
– Clarified procedure for maintaining monetary compensation when placed in reserve
– Specified FISU leadership powers regarding personnel matters
