The first paragraph expands the list of persons who can receive an extract from the Register free of charge, and the fourth paragraph clarifies that these persons can receive an extract regardless of their place of residence.

3. **Key provisions for use:** The most important thing is that family members of veterans who have been captured or went missing under special circumstances now have the right to receive an extract from the Register free of charge and can do so regardless of their place of residence. This simplifies access to information and support for such families.
