State Agency of Ukraine PlayCity Established
The Cabinet of Ministers has created a new central executive body – the State Agency of Ukraine PlayCity, which will be responsible for regulating gambling and lotteries. The Agency is subordinate to the Cabinet of Ministers through the Vice Prime Minister for Innovations. The maximum number of employees is set at 61 people, located at 3 Borys Hrinchenko Street in Kyiv.
Change of Settlement Status in Kharkiv Region
11 settlements in the Bohodukhiv District of Kharkiv Region have changed their administrative status from “settlement” to “village”. Among them are Buzova, Vodiane, Volodymyrivka, Dublianka, Kamiany-Khutirske, and others.
Military Positions Structure in the Presidential Office Updated
5 military positions have been established in the Office of the President of Ukraine with corresponding ranks. In particular, the positions of Deputy Head of the Presidential Office and Special Authorized Representative for Security Guarantees are provided with the rank of Lieutenant General, while other positions have the rank of Colonel.
Convention on Cultural Values Ratified
Ukraine has ratified the Council of Europe Convention on Offenses Related to Cultural Values. Three central bodies for international cooperation have been identified: the Ministry of Justice, the Prosecutor General’s Office, and the National Anti-Corruption Bureau. The Convention will enter into force 3 months after the deposit of the ratification instrument.
Electronic Waybill System Introduced
The procedure for the functioning of the electronic document management system for waybills has been approved. The system will operate 24/7 through authorized Electronic Document Management platforms, with documents to be signed using a qualified electronic signature. The system provides for the possibility of document adjustment and control through a special inspector’s cabinet.

On the Accounting Price of Banking Metals
This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).
The document structure is simple – a table indicating metal codes (numeric and literal), measurement unit (troy ounce), and accounting price in hryvnias for each metal as of 25.03.2025.
Key provisions:
– Price is set per 1 troy ounce of each metal
– Gold is valued at 125,919.94 UAH
– Silver – 1,378.17 UAH
– Platinum – 40,638.05 UAH
– Palladium – 39,893.03 UAH
– Important caveat: NBU does not undertake obligations to buy or sell metals at these prices – they are of an accounting nature
Such quotations are published daily by the NBU and are used by banks and other financial institutions for accounting of banking metal transactions.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is an official notification by the National Bank of Ukraine on establishing exchange rates of foreign currencies against the hryvnia as of 25.03.2025.
The document structure is a table with official exchange rates for 36 foreign currencies. For each currency, its numeric and literal code, number of units, full name, and rate against the hryvnia are indicated.
Key provisions:
1. The base currency is the US dollar with a rate of 41.6446 UAH
2. The euro rate is set at 45.0886 UAH
3. The highest rate among the presented currencies is SDR (Special Drawing Rights) – 55.3378 UAH
4. The document contains a note that these rates are used for accounting, NBU operations with the State Treasury Service of Ukraine, and other cases defined by law, with the NBU not undertaking obligations to buy or sell currencies at these rates.
On the Appointment of M. Kalashnyk as Head of the Kyiv Regional State Administration
This is a typical decree by the President of Ukraine on personnel appointment, by which Mykola Volodymyrovych Kalashnyk is appointedRegarding the appointment to the position of Head of the Kyiv Regional State Administration.
The structure of the decree is maximally simple and consists of two parts:
– Operative part with the appointment of a specific person
– Requisites (place, date of signing, decree number, and President’s signature)
Main provisions for application:
– The decree takes effect from the moment of its signing
– From this moment, M.V. Kalashnyk receives the powers of the Head of Kyiv Regional State Administration and the right to act on behalf of this body
– The previous Head of the Regional State Administration ceases to perform duties from this moment (unless a separate act is issued)
On the Central Executive Body Implementing State Policy in the Sphere of Gambling and Lottery Activities
This Resolution of the Cabinet of Ministers creates a new central executive body – State Agency of Ukraine PlayCity, which will be responsible for implementing state policy in the sphere of gambling and lotteries. The Agency is subordinated to the Cabinet of Ministers through the Vice Prime Minister for Innovations, who is also the Minister of Digital Transformation.
