Review of Ukrainian legislation for 18/03/2025

1. The NBU has established new criteria for identifying important enterprises in the Ukrainian payment market. Important operators are considered to be systemically important payment system operators, technological payment service operators, companies servicing more than 50% of ATMs/terminals of systemically important banks, as well as developers of software for interbank operations.

2. The NBU has defined criteria for critically important institutions in the cash circulation sphere. Such institutions are those that have an NBU license, carry out quarterly cash collection of over 30 billion hryvnias, and service at least 1,000 points of sale and 1,000 ATMs.

3. The Verkhovna Rada has regulated the procedure for sending Armed Forces units to other states during martial law. The President has been granted the right to make such decisions with simultaneous submission of a draft law to the parliament. The draft law must include information about the tasks, number, armament, and duration of unit deployment.

4. The Ministry of Internal Affairs has updated the medical examination system in the State Border Guard Service. Electronic referral for personal functioning assessment has been introduced, conclusions of the new expert team are equated to MSEC conclusions, and participation of the Central Interdepartmental Expert Commission of the Ministry of Health has been canceled.

5. The Ministry of Internal Affairs has made changes to the tariff grade schemes and the list of officer positions in the National Guard. New positions of service heads’ assistants have been added, tariff grades for scientific and pedagogical staff have been updated, and the structure of educational and scientific units has been detailed.

On the Accounting Price of Banking Metals

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).

The document structure is simple – a table with official accounting prices for four types of banking metals as of March 17, 2025, expressed per troy ounce of each metal.

On Appointing K. Kordonskyi as Head of the Khmelnytskyi District State Administration of Khmelnytskyi Oblast

Regarding the Establishment of Criteria for Determining Enterprises, Institutions, Organizations of Significant Importance for the National Economy Sector in the Payment Market Activity

This resolution of the National Bank of Ukraine establishes criteria for identifying important enterprises in the Ukrainian payment market. The document defines which companies can be considered critically important for the functioning of the country’s payment system, especially in the context of servicing systemically important banks and payment infrastructure.

Regarding the Establishment of Criteria for Determining Enterprises, Institutions, Organizations of Significant Importance for the National Economy Sector in Cash Circulation

The NBU resolution establishes criteria for identifying critically important institutions in cash circulation. The document defines which companies engaged in cash collection and transportation are considered strategically important for the Ukrainian economy during a special period.
