On Amendments to the Rules of Crossing the State Border by Citizens of Ukraine

Essence of Changes:
The Resolution amends the Rules for Crossing the State Border by Ukrainian Citizens during Martial Law. The main changes concern the procedure for leaving the country for military-liable persons who are not subject to conscription during mobilization, including family members of fallen defenders of Ukraine.

Structure and Main Provisions:
1. The list of documents required for border crossing by relatives of deceased/missing military personnel, volunteers, and ATO/JFO participants has been detailed.
2. Terminology regarding electronic signatures has been updated – “qualified electronic signature” is now used instead of “electronic digital signature”.
3. The Ministry of Digital Transformation has been removed from the list of bodies that can grant border crossing permissions.

Key Provisions for Practical Application:
– The list of close relatives (husband, wife, son, daughter, father, mother, siblings) who have the right to leave has been clearly defined
– An exhaustive list of documents to confirm the right to leave has been established (certificate of a fallen hero’s family member, registry extracts, documents on death/missing status)
– Family members of Heroes of Ukraine who received this title posthumously for participation in the Revolution of Dignity also have the right to leave
