Essence of Changes:
The resolution amends the provisions of the Center for Recruiting Foreigners and Stateless Persons, changing its subordination and optimizing the procedure for recruiting foreigners for military service. The Center transitions to direct subordination to the Ministry of Defense of Ukraine instead of the Armed Forces. The procedure for initial candidate screening is simplified and accelerated.
Structure and Key Changes:
1. Subordination changed – now the Center is directly subordinate to the Ministry of Defense
2. Subordination to the Commander-in-Chief of the Armed Forces and General Staff is excluded
3. Management procedure modified – overall management is carried out by the Ministry of Defense through the Deputy Minister
4. Candidate verification procedure optimized – term reduced to 15 days
5. Added possibility of conducting initial interview in video conference format
Key Provisions for Application:
– Territorial recruitment centers and military units can independently conduct initial candidate screening
– Conclusion regarding the candidate must be sent to the Recruitment Center within 3 days
– Initial candidate screening is conducted within up to 15 days
– Interview can be conducted both in-person and online
– Center’s staff approval is carried out according to the Ministry of Defense procedure
