Subject of Dispute: Failure of the Solotvyn Village Council to fulfill the obligation to provide free meals for children from privileged categories.

Main Arguments of the Court:
1. The prosecutor filed a lawsuit in the interests of the state, however, the Supreme Court established that it actually concerns the protection of specific children’s rights, rather than national interests.
2. In previous decisions, the Supreme Court had already expressed the position that in such cases, the prosecutor cannot represent the interests of the state, as it concerns the rights of specific individuals.
3. Parents or the prosecutor on behalf of a citizen have the right to protect children’s rights, but not the prosecutor in the interests of the state.

Court Decision: Leave the prosecutor’s lawsuit without consideration, canceling previous court decisions.
