Changes to the Open Government Action Plan
The Government has updated the implementation plan for the “Open Government Partnership” Initiative until 2025. The deadlines for many activities have been extended, the name of the “E-Youth Platform” has been changed to “Digital Opportunities Tool for Youth”. The list of open data sets regarding post-war reconstruction has been expanded.
Unmanned Systems Procurement
The procurement procedure for unmanned systems and electronic warfare means for defense needs has been simplified. The purchase of non-codified systems is allowed. A limitation on the contractor’s profit has been set at 25% of production cost. Military units are exempted from providing additional documents when purchasing non-codified systems.
Defense Procurement Financing
The mechanism of advance payment through the “Defense Procurement Agency” has been changed – now up to 70% of the contract value for a period of up to 24 months. Control over the use of funds through treasury accounts has been introduced. Advance payment requires approval from the Ministry of Defense.
Important Cultural Enterprises
Criteria for determining important enterprises in the field of culture and information during mobilization have been established. It is sufficient to meet one criterion to obtain such status. Special attention is paid to institutions that ensure the operation of the information marathon and broadcasting in front-line territories.
Medical Education
The postgraduate medical education system has been updated. New specialties have been added to medical residency: clinical oncology, oncogynecology, heart and major vessel surgery. The procedure for obtaining a new specialty for doctors has been simplified.

On the Accounting Price of Banking Metals
This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).
The document structure is simple – a table indicating metal codes (numeric and literal), measurement unit (troy ounce), and accounting price in hryvnias for each metal as of 21.02.2025.
Key provisions:
– Gold is valued at 122,874.94 UAH per ounce
– Silver – 1,380.69 UAH per ounce
– Platinum – 40,894.05 UAH per ounce
– Palladium – 41,228.73 UAH per ounce
It is important to note that these prices are reference and the NBU does not undertake to conduct buy-sell operations of banking metals at the specified prices. Such quotations are used by banks and financial institutions for accounting and other operations with banking metals.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is an official notification by the National Bank of Ukraine on establishing exchange rates of foreign currencies in relation to the hryvnia as of 21.02.2025.
The document structure is a table with official rates for 35 foreign currencies. For each currency, its numeric and literal code, number of units, full name, and rate relative to the hryvnia are indicated.

– The base currency is the US dollar with a rate of 41.7316 UAH
– Euro is set at 43.5511 UAH

Regarding the Appointment of a Representative of the Cabinet of Ministers of Ukraine to the Supervisory Board of the State Institution “Energy Efficiency Fund”
This is a technical order of the Cabinet of Ministers of Ukraine concerning a personnel appointment to the management body of a state institution.
By the order, Alona Shkrum is appointed as the government representative to the Supervisory Board of the Energy Efficiency Fund. The Supervisory Board is the highest management body of the Fund.
The Energy Efficiency Fund is a state institution created to support energy-efficient measures, implement incentive tools, and support measures to improve the energy efficiency of buildings and energy conservation.
