Review of Ukrainian legislation for 19/02/2025

Digest of Normative Acts:

🏥 The procedure for parallel import of medicines into Ukraine has been approved. A procedure for visual and laboratory control has been established, with specific features of labeling and repackaging of imported medicines defined. Importation in the original packaging with additional labeling in Ukrainian is permitted.

👨‍⚕️ The system of continuous professional development for medical professionals has been updated. Mandatory contract signing between the system administrator and educational service providers has been introduced. The principle of reimbursing the administrator’s actual expenses has been established.

🏗️ The procedure for providing subventions from the state budget to local budgets for Ukraine’s reconstruction using EIB funds has been established. Co-financing from local budgets of at least 23% is provided, with a maximum project implementation period of 18 months. Objects must remain in communal ownership for at least 20 years.

💷 Conditions for obtaining a loan from Great Britain for 2.258 billion pounds for the purchase of defense materials have been approved. Repayment is planned to be made from frozen Russian assets. The loan term is 30 years, with an interest rate consisting of the base rate plus a margin of 1.25% per annum.

📋 The military registration procedure for persons with disabilities has been improved. Automatic data exchange about disability between registers through the “Trembita” system has been introduced. Persons with disabilities are exempted from the need to pass a military medical commission when being registered.

Review of each of legal acts published today:

ON ACCOUNTING PRICE OF BANKING METALS

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals.

The document structure is simple – a table with official prices for four types of banking metals (gold, silver, platinum, palladium) as of February 18, 2025. Prices are indicated in hryvnias per troy ounce.

Key provisions:
1. Gold is valued at 120,427.55 UAH per ounce
2. Silver – 1,343.00 UAH per ounce
3. Platinum – 41,049.26 UAH per ounce
4. Palladium – 40,989.00 UAH per ounce

It is important to understand that these prices are accounting prices and are used for accounting and statistical reporting. The NBU directly states that it does not undertake obligations to buy or sell metals at these prices.

ON THE OFFICIAL EXCHANGE RATE OF HRYVNIA TO FOREIGN CURRENCIES

This is an official notification by the National Bank of Ukraine on establishing exchange rates of foreign currencies relative to hryvnia as of 18.02.2025.

The document structure represents a table with 33 currencies, where for each is indicated:
– Digital and literal currency code according to international standard ISO 4217
– Number of currency units
– Full currency name
– Official exchange rate to hryvnia

Key rates of main currencies:
– US Dollar (USD): 41.5554 UAH

It is important to note that these rates are used for accounting, NBU operations with the State Treasury Service of Ukraine, and other cases defined by legislation. At the same time, the NBU does not undertake obligations to buy or sell currency at these rates.

ON AMENDMENTS TO SOME RESOLUTIONS OF THE CABINET OF MINISTERS OF UKRAINE ON PARALLEL IMPORT OF MEDICINES

This resolution regulates the procedure for parallel import of medicines into Ukraine. It establishes a mechanism for controlling the import of medicines through parallel import and distributes powers between state bodies until the creation of a special regulatory body.

This resolution amends the Regulation onsystem of continuous professional development of medical workers. The main changes concern the procedure for registering educational service providers and concluding contracts with them.

The document structure is simple – these are technical changes to the existing Regulation, which:
1. Update the name of the law on electronic trust services
2. Detail the procedure for concluding contracts with educational service providers
3. Establish a mechanism for reimbursing the system administrator’s expenses

On Approval of the Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for Project Implementation within the Ukraine Restoration Program III

This CMU resolution establishes the procedure for providing subventions from the state budget to local budgets for implementing Ukraine restoration projects using European Investment Bank funds. The document defines the mechanism for distribution and use of funds for rebuilding social and residential infrastructure in territories controlled by Ukraine.

On Submitting the Interreg (Interreg VI-C) Interreg Europe 2021-2027 Financing Agreement for Ratification by the Verkhovna Rada of Ukraine

This is a technical order of the Cabinet of Ministers of Ukraine to submit an international agreement on the Interreg Europe program for 2021-2027 to the Verkhovna Rada for ratification.

The document structure is maximally simple – consisting of one point instructing submission of the agreement for parliamentary ratification. The agreement was signed on December 20, 2024, in Kyiv.

This is a CMU order approving an international agreement on simplifying the visa regime between Ukraine and Nepal for holders of special passport categories.

Regarding the Signing of the Agreement between the Government of Ukraine and the European Public Law Organization on Establishing the European Public Law Organization Office in Ukraine

This Cabinet of Ministers order concerns approval of an international agreement draft on opening a representation of the European Public Law Organization in Ukraine. The document authorizes the Minister of Education and Science of Ukraine to sign this agreement on behalf of the Government.

Regarding Amendments to Procedures Approved by Cabinet of Ministers of Ukraine Resolutions from May 16, 2024 No. 559 and from August 16, 2024 No. 932

The essence of changes involves improving military registration procedures for persons with disabilities and automating draft data verification process.
