Digest of Legislative Changes:

🔹 Mandatory re-medical examination has been introduced for citizens aged 25-60 who were previously recognized as limited fit for military service. The examination period is until June 5, 2025. Does not apply to persons with disabilities.

🔹 The operating procedure for the “Arkan” system for border crossing control has been updated. The system ensures round-the-clock information exchange between state bodies through secure channels using electronic signature.

🔹 The procedure for conducting polygraph testing of foreigners when enlisting for military service has been approved. The test is conducted with written consent and includes questions about the legality of border crossing, criminal records, and connections with foreign special services.

🔹 4 historical objects in Zaporizhzhia region have been added to the State Register of Immovable Monuments of Ukraine of national significance, including the Noble Assembly from 1912 and the Trinity Church from 1814.

🔹 The Ukrainian Research Institute of Alcohol has been designated as the sole institution for calculating the maximum productivity of equipment for alcohol and bioethanol production.

🔹 A new Typical List of Auxiliary Means for Teaching Persons with Special Educational Needs has been approved, including over 200 items of special equipment and materials.

🔹 A new procedure for conducting road transport inspections has been established, with the possibility of electronic document processing and clear timelines for considering violation cases.

On the Accounting Price of Banking Metals

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).

The document structure is simple – a table with official accounting prices for four types of banking metals as of 13.02.2025, indicating their digital and literal codes, as well as the price per troy ounce in hryvnias.

Key provisions:
1. Prices are set for gold (XAU) – 120,566.92 UAH, silver (XAG) – 1,327.30 UAH, platinum (XPT) – 41,599.62 UAH, and palladium (XPD) – 40,767.11 UAH per troy ounce.
2. Important caveat – the NBU does not undertake obligations to buy or sell banking metals at the specified prices.
3. These prices are used by banks for accounting of banking metal operations and normative calculations.

On the Official Exchange Rate of Hryvnia to Foreign Currencies

This is an official notification by the National Bank of Ukraine on establishing exchange rates of foreign currencies relative to the hryvnia as of 13.02.2025.

The document structure is a table with official rates for 35 foreign currencies. For each currency, its digital and literal code, number of units, full name, and official rate are indicated.

Key provisions:
1. The base unit of calculation is the hryvnia in relation to other currencies
2. The US dollar rate is set at 41.7927 UAH
3. The euro rate is 43.3557 UAH
4. The highest rate among currencies is SDR (Special Drawing Rights) – 54.5225 UAH
5. These rates are used for accounting, NBU operations with the State Treasury Service of Ukraine, and other cases specified by law
6. Important: the NBU does not undertake obligations to buy or sell currencies at the specified rates

On Amending Section II, Paragraph 2 of the “Final and Transitional Provisions” of the Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding Ensuring Social Protection Rights of Military Servicemen and Police Officers”

Law Essence:
The law establishes an obligation for Ukrainian citizens aged 25-60 who were previously recognized as limited fit for military service to undergo a repeated medical examination by June 5, 2025. This does not apply to persons with disabilities. Citizens must independently apply to the relevant authorities to obtain a referral to a military medical commission.

Law Structure:
The law contains only two articles – the main one presenting a new version of paragraph 2 of Section II “Final and Transitional Provisions”, and the final one determining the procedure for entry into force. The changes involve establishing a specific term for repeated medical examination.

Key Provisions:
1. A clear age range of persons subject to the law is defined – from 25 to 60 years
2. A final deadline for repeated medical examination is set – June 5, 2025

Regarding the Approval of the Regulation on the Integrated Interdepartmental Information and Communication System for Monitoring Persons, Vehicles, and Cargo Crossing the State Border

Essence of the Law:
The Regulation defines the procedure for the operation of the “Arkan” system – an integrated interdepartmental information and communication system for monitoring the crossing of the state border by persons, vehicles, and cargo. The system ensures information exchange between various state bodies in real-time for national security and economic control purposes.

Structure and Main Provisions:
1. The system consists of a central subsystem, departmental subsystems, a special communication network, and a comprehensive information protection system.
2. The state, represented by the State Border Guard Service, is the owner of the system.
3. The system’s subjects are central executive authorities, law enforcement agencies, and other state institutions.
4. A detailed procedure for information exchange, data protection requirements, and participants’ responsibilities are defined.

Key Provisions for Use:
1. Access to the system is provided 24/7 on a free basis through secure communication channels.
2. Information exchange is carried out using a qualified electronic signature.
3. Users are obligated to comply with information protection requirements and not disclose received data.
4. The system provides for various types of electronic documents: requests, responses, messages, and technological information.
5. For security requirement violations, access to the system may be canceled within three days.

TRANSLATION OF THE SECOND DOCUMENT:

Regarding the Approval of the Regulation on Remuneration for Members of the Supervisory Board of the State Export-Import Bank of Ukraine

The essence of the regulation is to establish the procedure and conditions for paying remuneration to members of Ukreximbank’s Supervisory Board. The document defines the remuneration structure, which consists of a fixed base and additional part for performing functions as the Supervisory Board Chair or Committee Chair. The regulation also governs the procedure for compensating Supervisory Board members’ expenses and reporting requirements for paid remunerations.

The resolution approves the procedure for conducting polygraph testing of foreigners and stateless persons when they are recruited for military service in Ukraine. Refusal to undergo polygraph testing is grounds for rejection of military service.

– The polygraph must have at least five channels for registering psychophysiological responsesDisposition:
This is a brief order of the Cabinet of Ministers of Ukraine containing one main provision about the appointment of an authorized institution. The document is adopted to implement the Law of Ukraine No. 4014-IX dated 09.10.2024 regarding the specifics of excise taxation of ethyl alcohol and bioethanol.

Key points for use:
1. Calculation of equipment productivity for the production of alcohol and bioethanol can be carried out exclusively by the designated institution (EDRPOU code 00334793).
2. This is important for alcohol and bioethanol producers, as the calculation of maximum equipment productivity directly affects excise tax taxation.
3. Other institutions are not authorized to conduct such calculations for taxation purposes.

On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine dated March 3, 2023, No. 190 and March 15, 2024, No. 243

This order introduces technical changes to two important documents in the field of cultural policy, related to the change of ministry name.

The document structure consists of two main parts that amend:
1. The resolution on the Reading Development Strategy until 2032
2. The resolution on the Ukrainian Language Development Program until 2030

The main changes include:
1. Replacing the name “Ministry of Culture and Information Policy” (MCIP) with “Ministry of Culture and Strategic Communications” (MCSC) in all mentions

On the Transfer of a Specific Individually Defined Property to the Ownership of the Starokozatska Village Territorial Community of the Bilhorod-Dnistrovskyi District of Odesa Region

This order concerns the transfer of a specific vehicle to the communal ownership of a territorial community. The document provides for the transfer of a BAZ A079.24 bus from 2008 to the Starokozatska Village Territorial Community.

The document structure is simple – it is a single administrative provision on property transfer with specific identification data of the vehicle and the final owner.
