On Social Scholarships:
The Government has updated the procedure for paying social scholarships to students and cadets. The categories of recipients have been expanded, particularly for internally displaced persons and residents of front-line territories. A complete transition to electronic document management for scholarship processing is planned by 2027. An electronic form of maintaining personal files and the possibility of using electronic signatures will be implemented.
On Negotiations with EIB:
A Ukrainian delegation has been created for negotiations with the European Investment Bank regarding technical assistance for a renewable energy project. The delegation will be led by Alona Shkrum, First Deputy Minister of Community and Territorial Development. Vice Prime Minister for Ukraine’s Restoration, Oleksii Kuleba, is authorized to sign the agreement.
On the Position of Deputy Minister of Defense:
Changes have been made regarding the position of Deputy Minister of Defense of Ukraine, which can be filled by military personnel during martial law. The maximum military rank is set at “Lieutenant General, Vice Admiral” and the tariff category at “4”.

On the Accounting Price of Banking Metals
This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals as of 11.02.2025. The document sets accounting prices for four types of banking metals: gold, silver, platinum, and palladium, expressed in hryvnias per troy ounce. Specifically, the price of gold is set at 120,822.34 UAH, silver at 1,339.89 UAH, platinum at 40,985.09 UAH, and palladium at 40,567.07 UAH.
It is important to note that the established prices are accounting prices and do not create obligations for the NBU to buy or sell banking metals at the specified prices. These prices are used by banks for accounting of banking metal operations and normative calculations.
On the Official Exchange Rate of the Hryvnia to Foreign Currencies
This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of the hryvnia to 35 foreign currencies as of 11.02.2025. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to the hryvnia are indicated. Among the main currencies: US dollar – 41.5936 UAH, euro – 42.8955 UAH, pound sterling – 51.5241 UAH.

On Appointment of Yu. Klymenko as Extraordinary and Plenipotentiary Ambassador of Ukraine to the Eastern Republic of Uruguay
The decree concerns a diplomatic appointment and provides for the appointment of Yurii Arkadiovych Klymenko as Extraordinary and Plenipotentiary Ambassador of Ukraine to Uruguay on a concurrent basis. On Appointment of P. Rohovei as Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Moldova
By decree of the President of Ukraine, Paun Aurelovych Rohovei is appointed as the new Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Moldova. This is a typical decree on diplomatic appointment, consisting of one point in the operative part. Such decrees are adopted on the basis of paragraph 5 of the first part of Article 106 of the Constitution of Ukraine, according to which the President represents the state in international relations and appoints diplomatic representatives of Ukraine.
The key provision of the decree is the appointment of a specific person to the position of ambassador in a specific state. After such an appointment, the person receives diplomatic powers to represent Ukraine in the country of appointment at the highest level.
On Appointment of F. Shandor as Representative of Ukraine to the Danube Commission
By decree of the President of Ukraine, Fedir Fedorovych Shandor, who is the Extraordinary and Plenipotentiary Ambassador of Ukraine to Hungary, is appointed as the Representative of Ukraine to the Danube Commission on a concurrent basis.
The decree is a personnel decision of the head of state regarding the appointment of a diplomatic representative to an international organization. The document does not contain additional provisions or structural elements.
The key point is that representation in the Danube Commission will be carried out concurrently with the main position of Ambassador of Ukraine to Hungary. The Danube Commission is an international organization dealing with navigation issues on the Danube and coordination of actions of Danube states.
