Livestock Development Concept until 2033

The strategy for livestock development in Ukraine until 2033 has been approved. A priority development option has been chosen through supporting agricultural enterprises and small farms. Annual financing of 2.9 billion UAH from the state budget and 4.5 billion UAH in international assistance is envisaged.

Changes to the eHealth System

The possibilities of using electronic signatures in medical documentation have been expanded – both qualified and advanced signatures are now allowed. The ability to transfer medical information to the Diia Portal has been added. Requirements for signing reimbursement agreements have been updated.

New Ministry of National Unity

The Ministry of National Unity of Ukraine has been established, replacing the Ministry for Reintegration of Temporarily Occupied Territories. The ministry will be responsible for forming national unity policy, developing Ukrainian self-awareness, and supporting Ukrainians abroad.

Dosimetric Certification

A new procedure for annual dosimetric certification of settlements affected by the Chornobyl disaster has been approved. The State Agency for Exclusion Zone Management (DAZV) has been designated as responsible for conducting the work. Certification results will serve as a basis for reviewing the boundaries of radioactive contamination zones.

ON ACCOUNTING PRICE OF BANKING METALS

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of 05.02.2025. The document establishes prices per one troy ounce for each of the four banking metals: gold – 117,847.81 UAH, silver – 1,322.94 UAH, platinum – 40,406.67 UAH, palladium – 41,872.30 UAH.

Key features:
– Prices are accounting and informational
– NBU does not undertake obligations to buy or sell metals at the specified prices
– International code is indicated for each metal (XAU, XAG, XPT, XPD)

ON OFFICIAL EXCHANGE RATE OF HRYVNIA TO FOREIGN CURRENCIES

This is a daily notification by the National Bank of Ukraine on establishing the official exchange rate of hryvnia to 35 foreign currencies as of 05.02.2025. The document contains a table with currency rates, where for each currency its numeric and literal code, number of units, full name, and official rate relative to hryvnia are specified. Among the main currencies: US dollar – 41.7558 UAH, euro – 43.1170 UAH, pound sterling – 51.8357 UAH.

Key provisions for use:
– Rates are used for accounting purposes
– Applied for NBU operations with the State Treasury Service of Ukraine
– NBU has no obligations to buy or sell currencies at the specified rates
– Rates are established for a fixed number of units for each currency (e.g., 1, 10, 100, or 1000)

ON AMENDMENTS TO THE COMPOSITION OF THE INTERAGENCY COMMISSION ON INTERNATIONAL TRADE

The order amends the personal composition of the Interagency Commission on International Trade.

Three new members have been introduced to the Commission: Deputy Minister of Foreign Affairs Ye.P. Perebyinis, First Deputy Head of the Foreign Intelligence Service O.V. Luhovskyi, and First Deputy Minister of Community and Territorial Development A.I. Shkrum. Simultaneously, two previous members have been removed: O.S. Bankov and S.V. Liashevskyi.

These changes are made to the Commission’s composition, which was approved by the CMU resolution from April 18, 2012, No. 310 with subsequent amendments in 2021-2023.

ON APPROVAL OF TRANSFER OF INTEGRAL PROPERTY COMPLEX OF COMMUNAL ENTERPRISE “REGIONAL PSYCHIATRIC HOSPITAL OF ORLIVKA VILLAGE” OF RIVNE REGIONAL COUNCIL TO STATE OWNERSHIP

The order concerns the transfer of the property complex of the Regional Psychiatric Hospital in Orlivka village from communal ownership of Rivne Regional Council to state ownership under the management of the Ministry of Healthcare.

Financing is planned from the state budget (2.9 billion UAH annually), local budgets, international assistance (4.5 billion UAH annually), and private investments.

Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Functioning of the Electronic Healthcare System

The resolution amends regulatory acts concerning the functioning of the electronic healthcare system, particularly regarding the use of electronic signatures in medical documentation and medication reimbursement. Structurally, the resolution amends 4 Cabinet of Ministers resolutions:
– No. 410 of 25.04.2018 on medical service agreements
– No. 411 of 25.04.2018 on the electronic healthcare system
– No. 136 of 27.02.2019 on reimbursement agreements
– No. 854 of 28.07.2021 on the reimbursement procedure

Key changes:
1. Expanded electronic signature usage – now both qualified and advanced electronic signatures based on a qualified certificate are allowed.
2. Added ability to transfer medical information to the Diia Portal for sending patient notifications.
3. Updated electronic signature requirements for reimbursement agreement signing and reporting.
4. Clarified the procedure for making changes to the electronic healthcare system.

Amendments to the Annex of the Cabinet of Ministers Resolution No. 112 of February 24, 2016

The resolution amends the list of goods and services whose value as charitable aid is not included in taxable personal income. Structurally, the document consists of a brief operative part and a comprehensive annex containing an updated list of goods and services. Compared to the previous version, the list has been significantly expanded and detailed.

– Medical goods and services (medicines, medical equipment, services)
– Construction materials for repairing damaged buildings
– Essential goods (food, clothing, hygiene products)

Issues of Dosimetric Certification of Settlements Affected by Radioactive Contamination from the Chornobyl Catastrophe

The resolution approves a new Procedure for conducting dosimetric certification of settlementsTranslation of the first document:

Regarding those affected by the Chornobyl catastrophe. The document defines the mechanism for annual assessment of radiation status in settlements of the unconditional resettlement zone and guaranteed voluntary resettlement zone to determine the necessity of protective measures. The procedure consists of 17 points and regulates: identification of the responsible executor of works, requirements for the executor, measurement procedure, procedure for preparation and approval of expert opinions, work of the expert group at the National Academy of Sciences. Changes have also been made to the procedure for using budget funds to finance these works. Key provisions:

– Dosimetric certification is conducted annually
– SAUEZM (State Agency of Ukraine on Exclusion Zone Management) is responsible for conducting the works
– Clear requirements for the work executor are established (availability of laboratory base, licenses, qualified personnel)
– Expert opinions are prepared by a special expert group at the National Academy of Sciences of Ukraine
– Certification results are grounds for reviewing the boundaries of radioactive contamination zones
