Essence of the Act:The Resolution defines the procedure for providing a subvention from the state budget to the Kharkiv City Territorial Community for the restoration of damaged utility infrastructure in 2025. The Ministry of Development is designated as the main budget manager, and funds are directed towards emergency recovery works for facilities damaged as a result of the Russian military aggression.2. Structure and Main Provisions:- The document consists of a main part and an annex containing a detailed procedure- Clear conditions for subvention provision are defined, including the availability of project documentation and information about damaged property in the State Register- A mechanism for submitting and approving the list of projects through a special commission is established- A system of reporting and monitoring of funds usage is provided3. Key Provisions for Implementation:- Projects must be completed by the end of 2025, otherwise further financing will be carried out from the local budget- The list of projects is formed by the Kharkiv City Council and approved by the Ministry of Development- Procurement is carried out in accordance with public procurement legislation- Monthly reporting on funds usage is introduced- Mandatory use of the Unified Digital Reconstruction Management System
