On Approval of Amendments to the Regulation on Commissions of the Ministry of Defense of Ukraine for Reviewing Materials on Recognizing Participants in Combat Operations, War Participants, and Resolving Disputed Issues Regarding Crediting Certain Periods of Service to Length of Service, and the Instruction on the Procedure for Issuing Combat Operation Participant Certificates, “Veteran of War – Combat Operation Participant” Badges, and Voucher Tickets for Veterans of War to Receive Travel Tickets with a 50% Discount on Their Cost

Essence of Changes:
The order amends the procedure for recognizing participants in combat actions and issuing corresponding certificates in the system of the Ministry of Defense of Ukraine. The main changes relate to the procedure for submitting and reviewing documents, as well as the grounds for granting and revoking the status of a Combat Action Participant (CAP).

Structure and Main Provisions:
1. The list of persons who can obtain CAP status has been expanded, in particular, including voluntary formations of territorial communities
2. The possibility of submitting applications in electronic form through the Diia Portal and the Unified State Register of War Veterans has been introduced
3. The procedure for reviewing documents by commissions and decision-making timelines has been detailed
4. The grounds for refusal in granting and revoking CAP status have been clarified

– A clear one-month period for document review by commissions has been established
– The procedure for electronic document submission has been defined
– The procedure for revoking CAP status and appealing commission decisions has been detailed
– Mandatory entry of information about granting/revoking CAP status into the Unified State Register of War Veterans has been introduced
