On Amendments to the Procedure for Procurement of Unmanned Systems, Tactical-Level Electronic Warfare Means of Domestic Production and Their Component Parts

The essence of the changes lies in improving the procurement procedure for unmanned systems and electronic warfare means of domestic production for defense needs. The resolution expands procurement opportunities, including non-codified systems, and clarifies the procedure for determining their cost. The procedure for concluding contracts for military units is also simplified.

3. Simplification of procedures for military units when purchasing non-codified systems

Key provisions:
– Purchase of both codified and non-codified unmanned systems is allowed
– Mandatory provision of an expert opinion or property valuation report valid for 6 months is established
– Contractor’s profit is limited to 25% of production cost
– Military units are exempted from providing additional documents when purchasing non-codified systems
– Cost assessment can be conducted by specialized forensic expert institutions or certified appraisers
