The essence of the decree is to expand the list of positions that can be filled by military personnel. In particular, it adds the possibility of appointing military personnel to the position of head of the Novhorod-Siverskyi District State Administration in Chernihiv Oblast.
Structurally, the decree is a simple document that makes a point change to the previous Decree No. 126/2017. The change concerns only Article 2-1 of the basic decree and provides for expanding the geography of applying the norm regarding the possibility of appointing military personnel as heads of district state administrations in Chernihiv Oblast.
The key practical consequence is that military personnel can now hold positions of heads of two district state administrations in Chernihiv Oblast – Koriukivka and Novhorod-Siverskyi. This is especially important given that these districts are located in the border zone, where security and civil-military cooperation issues have increased significance.
