Resolution determines the procedure for implementing the state guarantees program for medical care for the population in 2025. This is a key document regulating the financing of medical services through the National Health Service of Ukraine. The document structure includes a general part defining the basic principles of the program’s operation, and a special part with 42 medical service packages – from primary care to highly specialized medicine. Tariffs, coefficients, and payment conditions are defined for each package. The issue of medication reimbursement is separately regulated. The main innovations compared to previous versions are:
• Introduction of new medical service packages, including rehabilitation and palliative care
• Changes in approaches to calculating tariffs and coefficients
• Expanded list of medications subject to reimbursement
• Implementation of new mechanisms for controlling the quality of medical services
