Changes to Local Budgets
It is permitted to make changes to local budgets for the use of remaining funds from the subsidy for primary school students’ nutrition. Such changes must be based on an official conclusion from the local financial authority about the available funds balance.
Expansion of Mobilization Deferment
Employees of gas distribution system operators who are part of emergency brigades have gained the right to deferment. This applies to employees who perform emergency recovery work and ensure the accident-free operation of gas supply systems.
Changes to Traffic Rules
The rules for road accident documentation and insurance confirmation have been updated. The insurance policy can be in either electronic or paper form. The conditions for European protocol registration have been clarified. Accident reports can now be filed in either paper or electronic form.
Coordination Center for Regional Management
A temporary advisory body has been established under the Cabinet of Ministers to coordinate actions for managing regions where combat operations are ongoing or which have been occupied. The center is headed by the Vice Prime Minister for Recovery and includes representatives from relevant ministries and military administrations.
Military Accounting
Electronic identification for military registration through the conscript’s personal cabinet has been introduced. The procedure for registering women with medical education has been clarified. Mandatory medical examination before basic training has been introduced. The transition period for the new registration system has been extended until March 2025.
Plant Protection
A new law on plant protection has been adopted, which establishes mandatory state registration of plant protection products, licensing of their trade, and requirements for safe application. Special attention is paid to protecting human health and the environment.

On the Accounting Price of Banking Metals
This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of January 15, 2025. The document sets accounting prices per troy ounce for each of the four banking metals: gold – 112,793.04 UAH, silver – 1,255.35 UAH, platinum – 40,231.17 UAH, palladium – 39,953.86 UAH. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell banking metals at the specified prices. Such quotations are used by banks and financial institutions for accounting and valuation of banking metals.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 15.01.2025. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 42.2734 UAH, euro – 43.3218 UAH, pound sterling – 51.4193 UAH. Key provisions:

On Changes in the Composition of the Supreme Commander’s Headquarters
The decree introduces changes to the composition of the Supreme Commander’s Headquarters by removing R. Mashovets. The document is another amendment to the Presidential Decree of 24.02.2022 No. 72/2022 ‘On the Establishment of the Supreme Commander’s Headquarters’. Since February 2022, this is already the 20th change in the Headquarters’ composition. The decree consists of two points: the first directly concerns removing the person from the Headquarters, the second concerns entering into force on the day of publication. The legal basis for the decree is Article 8 of the Law of Ukraine ‘On Defense of Ukraine’ and a proposal from the National Security and Defense Council of Ukraine.
On Amending Point 1 of the Cabinet of Ministers of Ukraine Resolution of March 11, 2022, No. 252
The resolution introduces an addition to the procedure for forming and executing local budgets during martial law regarding providing meals for primary school students. Structurally, the document contains one change – adding a new subparagraph 8 to point 1 of the CMU Resolution No. 252 of 11.03.2022. This is a technical addition that determines the procedure for making changes to local budgets. According to the new provisions, regional and Kyiv City military administrations, as well as local self-government bodies, receive the right to make changes to local budgets to use the remaining funds of the subvention for primary school students’ meals. Such changes mustshall be based on the official conclusion of the local financial authority regarding the available balance of funds in the special fund for the corresponding subvention from the state budget.
[Regarding amendments to the Resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023 No. 76]
The resolution amends the procedure for reserving military personnel during mobilization, expanding the list of persons subject to reservation. The main change concerns the inclusion of gas distribution system operators’ employees in the list of persons who may receive deferment from mobilization. The document is structurally composed of two main parts: amendments to the Procedure for Reserving Military Personnel and amendments to the Criteria for Determining Critically Important Enterprises. The order concerns the transfer of three passenger cars from the Supreme Court to the management sphere of the State Judicial Administration. The document’s structure is simple – a single administrative provision on transferring specific property with detailed description of three vehicles (make, year of manufacture, identification numbers): AUDI A8 from 2003, NISSAN TEANA from 2006, and MAZDA 6 from 2005. Regarding the inclusion of the State Protection Department in the list of entities with access to the national biometric verification and identification system.
Resolution introduces a technical amendment to the Regulation on the National Biometric Verification and Identification System for Citizens. The sole change is the inclusion of the State Protection Department in the list of entities with access to this system. Structurally, the document consists of one point amending point 5 of the base Regulation dated December 27, 2017. To the existing list of bodies, after ‘SBU’, ‘State Protection Department’ is added. The key point is the expansion of the circle of entities with access to the national biometric verification and identification system. This means that the State Protection Department receives the same access rights to biometric data as other law enforcement agencies already included in the system.
Regarding the assignment of the third rank of civil servant to Sukhomlyn S.I.
The order concerns the assignment of a civil servant rank to a specific official – the Head of the State Agency for Recovery and Infrastructure Development of Ukraine. The document is an individual act adopted based on Article 39 of the Law of Ukraine “On Civil Service”, which regulates the procedure for assigning ranks to civil servants. The third rank of civil servant is one of the highest ranks assigned to civil servants of category ‘A’ (higher corps of civil service), which includes heads of central executive bodies.
Regarding the transfer of certain budget allocations provided to the Ministry for Reintegration of Temporarily Occupied Territories in 2025
The order concerns the transfer of budget allocations from the Ministry for Reintegration of Temporarily Occupied Territories to the Ministry of Community and Territorial Development for 2025. Funds are transferred for three budget programs:
– 1.23 billion UAH for social and legal protection of persons deprived of freedom due to armed aggression;
– 51.9 million UAH for protecting citizens’ rights in occupied territories;
– 39.3 million UAH for creating systems and databases on reintegration issues.
The Ministry of Finance is instructed to determine the codes and names of new budget programs and make corresponding changes to the state budget schedule. All allocated funds relate to consumption expenditures from the general fund of the state budget.
Regarding amendments to the Traffic Rules
The resolution amends the Traffic Rules concerning the procedure for documenting traffic accidents and confirming civil liability insurance. The changes are synchronized with the new law on mandatory civil liability insurance.Legal Liability of Vehicle Owners

Coordination Center for Managing Regions with Ongoing or Temporary Occupation by the Russian Federation
The resolution establishes a Coordination Center as a temporary advisory body under the Cabinet of Ministers of Ukraine to coordinate government actions for managing regions where combat operations are/were conducted or temporarily occupied by the Russian Federation. The Center is headed by the Vice Prime Minister for Ukraine’s Restoration.
The document consists of a main part and two appendices: the Coordination Center’s composition and Regulations on its activities.
