Review of Ukrainian legislation for 13/01/2025 – 20/01/2025

Military Sphere and Defense:
– Amendments have been made to the procedure for service in the State Guard Service – simplified appointment of sergeants to officer positions during martial law, expanded list of leaves, changed rules for temporary duty performance.
– Established procedure for recruiting to military service for conditionally early released prisoners, including medical examination and psychological selection.
– Expanded opportunities for involving foreign performers in military equipment development, allowed to conduct tests abroad.

Public Administration:
– Created Coordination Center for Managing Regions with Ongoing Combat or Previously Occupied Territories.
– Increased maximum number of foreign diplomatic mission employees to 1,794 persons by 2027.
– Expanded areas of jurisdiction of the Verkhovna Rada Committee on Digital Transformation, added artificial intelligence and cybersecurity spheres.

Education and Science:
– Updated procedure for teacher certification – set limit of 5,000 participants annually during martial law, certificate valid for 3 years.
– Changed procedure for state attestation of scientific institutions – clarified evaluation criteria and classification of institutions.

Infrastructure and Registries:
– Approved procedure for maintaining State Registry of Agricultural Equipment Certificates with open access through the Ministry of Agrarian Policy website.
– Amended traffic accident documentation rules – allowed use of electronic insurance policies.
