School Meals
A mechanism has been established for providing a subvention from the state budget for primary school students’ meals starting from 2025. When engaging private food suppliers, the state covers 70% of the cost, and 30% is financed from local budgets.
Reorganization of Aviation Education
The National Aviation University has been divided into two separate institutions – Kyiv Aviation Institute and Ukrainian State Flight Academy. The procedure for distributing property, rights, and obligations between the newly created institutions has been defined.
Compensation for IDP Accommodation
23.2 million hryvnias have been allocated from the state budget reserve fund to compensate institutions that provided free accommodation for internally displaced persons in August 2024.

The National Bank has introduced a procedure for licensing and supervising the activities of the Export Credit Agency. Requirements for corporate governance, reporting, and monitoring of the agency’s activities have been established.
Evaluation of Scientific Institutions
A new methodology for assessing the effectiveness of scientific activities of institutions and higher education establishments has been introduced. The methodology involves a combination of quantitative indicators and expert evaluation of scientific work results.
