On Assistance to Veterans for Sports Activities
A two-year experimental project is being introduced to provide quarterly assistance of 1,500 UAH to combat participants and persons with disabilities due to war for sports activities. Up to 100,000 people per year will be able to receive assistance through the Diia app. Funds can only be used to pay for sports facility services through non-cash settlements.
On Demining of Agricultural Lands
The mechanism for compensating demining costs of agricultural lands has been improved. A requirement to open an escrow account within 5 days after application acceptance has been established. Restrictions have been introduced regarding related parties between customers and demining operators.
On Protective Structures
Responsibilities for coordination and monitoring of civil protection shelters have been transferred from the Ministry of Strategic Industries to the Ministry of Internal Affairs. The First Deputy (Deputy) Minister of Internal Affairs will head the Coordination Headquarters for Protective Structures.
On Border Crossing by Military Personnel
A special procedure for border crossing has been established for men aged 18-25 who have signed a contract with the Armed Forces or the Defense Ministry’s intelligence agency. To exit, a special certificate from the unit commander and a military registration document are required.
On Unified Social Contribution
The special proportions of UST distribution have been extended until the end of 2025. The possibility of financing administrative expenses of the Pension Fund from UST revenues has been added.
On Shelters in Schools
The procedure for providing subventions for equipping shelters in schools has been updated. Criteria for project selection and their priority formula have been established. The use of a Unified Digital System for application submission has been introduced.
On Disability Assessment
A new system for assessing an individual’s daily functioning has been introduced, replacing the medical and social expertise. Excerpts from expert team decisions will replace MSEC certificates for all social protection purposes.
On Border Infrastructure
The Border Infrastructure Development Strategy until 2030 has been approved. It provides for the construction of 17 new and reconstruction of 29 existing checkpoints, implementation of joint control with the EU and Moldova.

On the Accounting Price of Banking Metals
This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of 09.01.2025. The notification structure includes a table with metal codes (numeric and literal), measurement unit (troy ounce), and accounting price for each metal in hryvnias. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell metals at the specified prices.

On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 09.01.2025. The document contains a table of exchange rates, where for each currency its numeric and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 42.2361 UAH, euro – 43.4272 UAH, pound sterling – 52.1151 UAH.
It is important to note that these rates are used for accounting purposes, for NBU operations with the State Treasury Service of Ukraine, and in other cases specified by law. The NBU does not undertake obligations to buy and sell currencies at these rates.
On Conducting an Official Investigation
The Cabinet of Ministers’ order assigns an official investigation regarding the First Deputy Head of the State Transport Safety Service of Ukraine, Martsenyshyn Yu.I., at his own request.
Structurally, the document consists of two points: the first establishes the grounds and fact of initiating the official investigation, the second defines the responsible executor and investigation timeline.

On Amending the Composition of the Competition Commission for Selecting Candidates for Positions of Members of the National Commission Implementing State Regulation in Energy and Utility Services
The order amends the composition of the competition commission that selects candidates for positions of NCREPS (National Commission for State Regulation of Energy and Utility Services) members.Commission that carries out state regulation in the energy and utility services sectors). The document contains two main provisions: changing the name of one of the ministries in the section title (from ‘Minrehionu’ to ‘Minrozvytku’) and introducing two new members of the competition commission – Andrii Tkachenko (proposed by the Ministry of Energy) and Oleksii Dubovskyi (proposed by the Ministry of Community and Territorial Development).

Regarding Land Purpose Change Approval:
The Cabinet of Ministers’ order approves the change of purpose for 13 state-owned land plots with a total area of 5,450.4442 hectares in Haisyn District, Vinnytsia Oblast. The plots are changing their purpose from forestry lands to nature reserve and other nature conservation lands.
Structurally, the document consists of a main part containing legal grounds (Articles 20 and 123 of the Land Code of Ukraine) and the purpose of changing land designation, as well as an annex with a detailed list of land plots specifying their cadastral numbers and areas.
The key provision is that these land plots, currently in permanent use by DSHP “Lisy Ukrainy” (State Enterprise “Forests of Ukraine”), will be transferred to permanent use by the Karmeliukove Podillia National Nature Park for preservation and use of national nature parks.
Regarding Currency Regulation Amendments:
The order amends the list of goods and economic sectors for which the NBU can establish currency regulation specifics under the Law of Ukraine “On Currency and Currency Transactions”.
The document is technical in nature and makes two changes: it removes the words “and provided for in such agreement” from item 2 of the list and adds a new item 16, which includes services for organizing natural gas transportation through Ukraine’s territory for non-residents.
The key innovation is the inclusion of gas transportation services for non-residents in the list for which the NBU can establish special currency regulation conditions. This allows for a more flexible approach to currency regulation of operations related to gas transit through Ukraine’s territory.
Regarding Building Transfer to Local Ownership:
The order concerns the transfer of a specific building to the ownership of the Pobuzka Territorial Community in Holovanivsk District, Kirovohrad Oblast.Regarding the building with registration number 446172935214, located at: Promyslova Street, 12Y, Pobuzhne village, Holovanivskyi District, Kirovohrad Oblast.
The structure of the order is simple – it consists of one point that defines the transfer object (building), its characteristics, including data on the land plot with an area of 0.0996 hectares with the corresponding cadastral number, and the new owner – Pobuzhne Territorial Community.
The key point is that the building is transferred to the ownership of the territorial community together with the land plot on which it is located. This is a typical order on property transfer, which formalizes the transfer of ownership rights to a specific real estate object.
Regarding the Order “On Recognizing the Order of the Cabinet of Ministers of Ukraine Dated May 7, 2022, No. 353 as Null and Void”
The order terminates the previous act of the Cabinet of Ministers of Ukraine concerning the temporary performance of duties of the Deputy Head of the State Tax Service of Ukraine by Yevhen Sokur.
