On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Assessment of an Individual’s Daily Functioning and Declaring Invalid the Resolution of the Cabinet of Ministers of Ukraine dated July 11, 2002 No. 955

Resolution introduces comprehensive changes to a large number of regulatory legal acts in connection with the introduction of a new system for assessing an individual’s daily functioning instead of medical and social expertise.

The main changes relate to replacing medical and social expert commission (MSEC) certificates with extracts from decisions of expert teams for assessing an individual’s daily functioning. Such changes are made to the procedures for assigning various types of social assistance, pensions, compensations, benefits, etc.

Key provisions:
– MSEC documents issued previously remain valid until planned assessment by expert teams
– Decisions of expert teams are equated to MSEC decisions for all social protection purposes
– Extracts from expert team decisions become the primary document for confirming disability and degree of work capacity loss
– Terminology is updated – ‘assessment of an individual’s daily functioning’ is introduced instead of ‘medical and social expertise’
