Decree Amends the National Security Strategy of Ukraine Regarding Border Management

The decree introduces amendments to the National Security Strategy of Ukraine in the part concerning state border management. The primary objective of the changes is to implement the concept of integrated state border management of Ukraine.

Structurally, changes are being made to three points of the Strategy (paragraphs 6, 63, 66). The key change is the addition to paragraph 6 of a new provision regarding the development of integrated border management. In other paragraphs, the terminology is changed from ‘integrated border management’ to ‘integrated state border management of Ukraine’.

The most significant innovation is the definition of the purpose of integrated border management – ensuring a balance between an appropriate level of border security and maintaining the openness of the border for legitimate cross-border cooperation and traveling individuals. This provision establishes the fundamental principle of the state’s border policy.
