The Law introduces amendments to the legislation in the field of national security and defense, defining the concepts of tactical pre-hospital care and civil-military cooperation. The main goal is to improve the medical support system for military personnel and the interaction between military and civilian populations.
Structurally, the law amends 5 Laws of Ukraine: Fundamentals of Healthcare Legislation, Laws “On the Armed Forces of Ukraine”, “On Defense of Ukraine”, “On Military Duty and Military Service”, and “On the Fundamentals of National Resistance”. Key changes relate to the implementation of NATO standards for medical support and defining the procedure for interaction between military and civilian populations.
The most important innovations include:
– Introduction of the concept of ‘tactical pre-hospital care’ and determination of its provision procedure
– Consolidation of the concepts and mechanisms of civil-military cooperation
– Establishment that material-technical equipment schedules and medical care standards are approved by the Ministry of Defense based on NATO standards
– Determination of the procedure for conducting medical examinations of military conscripts
