Some Issues of Implementing an Assessment of an Individual’s Daily Functioning

Resolution introduces a new system for assessing an individual’s daily functioning instead of medical and social expertise. Key provisions: 1. Expert teams for assessing an individual’s functional status are created instead of medical and social expert commissions. Teams are formed on the basis of medical institutions and consist of doctors of various specialties. 2. An electronic assessment system is introduced, which ensures process automation, decision-making transparency, and data exchange between different authorities. 3. New criteria for determining disability are established, based on assessing an individual’s functional capabilities in various life spheres. Key innovations:
• Implementation of an extraterritorial assessment principle
• Possibility of remote case review using telemedicine
• Automated distribution of cases among expert teams
• Creation of a unified registry of individuals referred for assessment
• Establishing clear timelines for case review and decision-making
