Changes to Banking Legislation
The National Bank of Ukraine (NBU) has updated the Regulation on Risk Management in Banks, detailing the procedure for submitting and reviewing bank applications for including instruments in the banking book. A 30-day review period has been established with the possibility of extension for 15 days. Clear requirements for electronic documents and grounds for refusal of permits have been defined.
Changes in Public Administration
Typical tasks and KPIs for heads of central executive authorities for 2025 have been approved. A requirement to complete at least 80% of planned tasks, mandatory training for 80% of personnel, and implementation of the CAF quality management system have been established.
Tasks for ministerial state secretaries for 2025 have been approved, focusing on ministry work planning, adaptation of legislation to EU law, staff training, and digital development.
Changes in the Social Sphere
Prosthetics opportunities for combat participants have been expanded – the frequency of prosthesis receipt has been increased from two to four times, with the added possibility of obtaining high-functional prostheses without prior primary prosthesis fitting.
Digitalization of Public Services
The Regulation on the “Vulyk” (Hive) system for automating the work of Administrative Service Centers has been approved. The system ensures electronic document management, interaction with state registers through “Trembita”, and automation of application registration processes.
A mechanism for submitting notifications about the absence of mobile communication and internet through the Diya portal has been introduced to monitor the quality of electronic communication services.

ON ACCOUNTING PRICE OF BANKING METALS
This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals as of 23.12.2024. The document sets accounting prices for four banking metals: gold (XAU) – 109,026.52 UAH, silver (XAG) – 1,209.40 UAH, platinum (XPT) – 38,949.38 UAH, and palladium (XPD) – 38,079.61 UAH per troy ounce.
The key caveat is that the established prices are reference prices and do not create obligations for the NBU to buy or sell banking metals at the specified prices. These prices are used by banks for accounting of banking metal operations and normative calculations.
ON OFFICIAL EXCHANGE RATE OF HRYVNIA TO FOREIGN CURRENCIES
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 23.12.2024. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 41.8761 UAH, euro – 43.5114 UAH, pound sterling – 52.3765 UAH.
