Regarding Protection of Sexual Violence Victims
A law has been adopted to protect persons who suffered from sexual violence as a result of Russian aggression. A special Commission will be created that will make decisions on recognizing a person as a victim within 45 days. Victims will receive the right to free legal assistance, rehabilitation, and monetary compensation.
Regarding Accounting for Consequences of Aggression
Two new registries are being created: a Registry of Information on Deported Children (managed by the Ministry of Justice) and a System for Accounting Damage to Personal Non-Property Rights of Individuals (managed by the Ministry of Social Policy). The possibility of transferring data to international organizations with the consent of the victims is provided.
Regarding Compensation for Improper Detention Conditions
A mechanism for compensation for persons in places of non-freedom for improper detention conditions has been established. For each day in inappropriate conditions, compensation of at least 120 hryvnias is provided, or crediting one day of imprisonment as two days of punishment.
Regarding Compensation for Damaged Housing
15 billion hryvnias have been allocated from the state budget for compensation to internally displaced persons for damaged/destroyed housing. Compensation is provided only for a person’s single destroyed housing. Funds are transferred through the Ministry of Social Policy and the Ministry of Infrastructure to accounts in Oschadbank.
Regarding Cenotaphs for Fallen Defenders
The procedure for establishing symbolic graves (cenotaphs) for fallen defenders of Ukraine has been regulated. The sizes of places for cenotaphs (0.8 × 0.5 m), the registration procedure, and maintenance responsibilities have been determined.
