The method of document delivery for child birth registration has been changed. Instead of postal delivery, delivery to the place of residence through a paid service of Civil Registration Offices is being introduced.
New Procedure for Returning Substandard Products
Clear terms for returning substandard products have been established: 1 day for products stored at temperatures up to +6°C, 3 days for products with a shelf life of up to 14 days, 14 days for products with a longer shelf life. Refunds must be made on the day of application or within a maximum of 7 days.
Changes in Road Financing
The amount of financing for the restoration of local roads from the reserve fund of the state budget has been reduced by 13,455,241 hryvnias – to 2,299,460,104 hryvnias.

On the Accounting Price of Banking Metals
This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals as of 29.11.2024. The document sets accounting prices for four types of banking metals: gold (XAU) – 110,078.18 UAH, silver (XAG) – 1,252.04 UAH, platinum (XPT) – 38,841.56 UAH, and palladium (XPD) – 40,891.80 UAH per troy ounce.
A key note is that the established prices are reference prices and do not create obligations for the NBU to buy or sell banking metals at these prices. These prices are used by banks for accounting of banking metal operations and for calculating standards.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 29.11.2024. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate against the hryvnia are specified. Among the main currencies: US dollar – 41.5956 UAH, euro – 43.8626 UAH, pound sterling – 52.6871 UAH.
It is important to note that these rates are used for accounting purposes, for NBU operations with the State Treasury Service of Ukraine, and in other cases specified by law. The NBU does not undertake obligations to buy and sell these currencies at these rates.
On Amending Item 27 of the Procedure for Providing the Comprehensive Electronic Public Service “eMalyatko”
The resolution amends the procedure for providing the “eMalyatko” service regarding the method of document delivery to the applicant. Instead of the possibility of receiving documents by recommended mail at the applicant’s expense, a delivery option is introduced at the place of residence through a paid service of Civil Registration Offices.
Structurally, the resolution contains only one amendment to item 27 of the base Procedure, which concerns the document delivery mechanism. The amendment refers to the Procedure for Providing Paid Services by Civil Registration Offices, approved by the Ministry of Justice Order No. 3335/5 dated 27.12.2010.
The key point is that document delivery is now carried out not by mail, but directly by Civil Registration Offices as a separate paid service. This applies to all documents issued through the “eMalyatko” service when registering a child’s birth.
On Approving the Procedure for Return (Replacement) of Unfit and Dangerous Food Products
The Procedure establishes the process for returning or replacing low-quality food products and regulates relations between consumers and sellers in such cases. The document structure includes 10 points that define: scope of application, terminology, consumer appeal procedure, return/replacement terms, required documents, refund procedure, and seller responsibilities.

The resolution introduces a technical amendment to the document regulating the issuance of certificates for parents of large families and children from large families.
