The Decree puts into effect the decision of the National Security and Defense Council dated December 5, 2024, regarding the application of personal sanctions against certain individuals or organizations. This is a typical decree implementing sanctions decisions of the National Security and Defense Council. Structurally, the decree consists of three points: putting the National Security and Defense Council’s decision into effect, determining control over implementation (assigned to the Secretary of the National Security and Defense Council), and taking effect from the day of publication.
