On Countering Threats to Ukraine’s National Security in the Healthcare Sector during a Special Period The current situation in the healthcare sector requires comprehensive measures to ensure national security, particularly during a special period characterized by extraordinary circumstances that pose significant challenges to the state’s stability and the population’s well-being. Comprehensive preparedness, adaptive management, and strategic planning are essential for successfully addressing potential threats to national security in the healthcare sector.

The National Security and Defense Council’s decision is aimed at addressing healthcare issues during martial law, particularly regarding medical support for military personnel and civilian population. The document establishes a series of tasks for executive authorities to streamline the medical system during a special period. Structurally, the decision consists of 4 points, the largest of which contains 11 sub-points with tasks for the Cabinet of Ministers of Ukraine. Specific tasks are designated for the Ministry of Health, Ministry of Education and Science, and law enforcement agencies.

– Prohibition of appointing medical professionals to military positions unrelated to medical practice;
