On Amendments to the Criteria and Procedure for Determining Enterprises, Institutions, and Organizations that are Critically Important for the Functioning of the Economy and Ensuring Vital Activities of the Population during a Special Period, as well as Critically Important for Meeting the Needs of the Armed Forces and Other Military Formations during a Special Period

Resolution Amends the Procedure for Determining Critically Important Enterprises for Economic Functioning and Ensuring the Needs of the Armed Forces during a Special Period. The main focus is on criteria for enterprises operating in the defense sector. The document details three categories of enterprises that may be recognized as critically important: 1) defined by the Ministry of Defense (including state contract performers, training centers for UAV operators, EW specialists and pre-medical assistance, charitable organizations); 2) defined by other law enforcement agencies; 3) defined by the Ministry of Strategic Industries (unmanned systems and weapons manufacturers). Key innovations include: specific quantitative criteria for training centers (e.g., at least 100 trained UAV pilots per armored worker), requirements for charitable organizations (minimum 10 million UAH assistance per armored worker), a detailed procedure for submission and review of applications (10 working days), mandatory annual verification of compliance with criteria. An important condition is the absence of a share of the aggressor state in the authorized capital.
