Law on Accounting for Information about Damage Caused to Personal Non-Property Rights of Individuals as a Result of the Russian Federation’s Armed Aggression against Ukraine

The law creates two new information systems for recording the consequences of Russian aggression: the Register of Information on Deported Children and the System for Recording Information on Damage to Personal Non-Property Rights of Individuals. Structurally, the law consists of 4 sections that regulate: general provisions, functioning of the Register of Deported Children, the work of the Damage Accounting System, and final provisions.

Key provisions of the law:

  • The Register of Deported Children is created to collect and record information about children who were deported or forcibly displaced by the Russian Federation. The Ministry of Justice is the holder.
  • The Damage Accounting System is designed to record 16 types of violations of personal non-property rights (from death to loss of access to services). The Ministry of Social Policy is the holder.
  • Access to the systems is free, information is confidential and protected by law.
  • Electronic interaction with other state registers is provided, as well as the possibility of transferring data to international organizations with the consent of the victims.
