    Grant Agreement for the Multi-Donor Trust Fund (Sixth Additional Financing for the Public Expenditure Support for Sustainable Public Governance in Ukraine Project) between Ukraine and the International Bank for Reconstruction and Development and the International Development Association (acting as administrator of the Multi-Donor Trust Fund for Co-financing the Public Expenditure Support for Sustainable Public Governance in Ukraine Project and the Multi-Donor Trust Fund for Co-financing the Second Development Policy Loan Program for Economic Recovery in Ukraine)

    This is an agreement on providing a grant to Ukraine from the World Bank to finance the project “Support for Public Expenditures to Ensure Sustainable Public Administration in Ukraine”. The total grant amount is 1.35 billion US dollars and 10.8 million euros. Structurally, the agreement consists of a main part (6 articles), 2 appendices, and an annex with term definitions. The main part defines the conditions for grant provision, rights, and obligations of the parties. Appendix 1 describes the project objectives and components, Appendix 2 – its implementation mechanisms. Key provisions of the agreement:

    • Funds are directed to:
    – Salary payments for civil servants and higher education institution employees
    – Financing pensions and social assistance programs (for low-income families, utility subsidies, assistance for persons with disabilities, internally displaced persons, families with children)
    – Financing medical services under the medical guarantees program

    • The Ministry of Finance is responsible for project coordination and implementation

    • Clear mechanisms for monitoring, reporting, and controlling fund usage are established

    • Use of funds for military and defense purposes is prohibited
