Amendment to the Instruction on Compiling and Applying Hourly Electricity Disconnection Schedules

This order approves a new version of the Instruction on Compiling and Applying Hourly Power Outage Schedules (HPS). The document regulates the procedure for disconnecting electricity consumers in conditions of power deficit.

Main provisions:
• HPS are compiled up to 100% (but not less than 75%) of maximum electrical power consumption
• Schedules are distributed across 6 equal stages (each stage consists of 2 sub-stages)
• Critically important facilities and facilities requiring priority electricity supply are not included in HPS
• Maximum disconnection duration is 6 hours with an electricity provision period of at least 2 hours

Key innovations:
• A clear procedure for coordinating HPS with authorities and controlling bodies has been established
• Specific features of HPS application during martial law have been defined
• A mechanism for monitoring schedule implementation by State Energy Supervision has been introduced
• Responsibility for non-compliance with instruction requirements has been established
