Law Amending the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”, Introducing Electronic Veteran’s Certificate (e-Certificate) and Clarifying Terminology Regarding Injuries and Wounds
The law structurally consists of two sections. The first section contains changes to terminology (replacing the wording “wounds, concussions, disabilities” with “injuries (wounds, concussions, disabilities)”) and a completely new version of Article 18, which regulates the procedure for issuing and using the veteran’s e-certificate. The second section contains final provisions.
Key innovations:
– Introduction of an electronic veteran’s certificate, which is automatically generated through the Unified State Web Portal of Electronic Services
– E-certificate contains a QR code and may include a digitized image of the owner’s face
– E-certificate and paper certificate have equal legal force
– A person can receive only one e-certificate, even if they are eligible for multiple statuses
– At the veteran’s request, paper certificates and badges may also be issued
