Order Defining the Procedure for Implementing Sanctions and Monitoring Their Effectiveness in the System of the Ministry of Defense of Ukraine
The order establishes a new procedure for implementing sanctions and monitoring their effectiveness within the Ministry of Defense of Ukraine. The document regulates the mechanism for applying special economic and other restrictive measures in accordance with the Law of Ukraine “On Sanctions”.
Structurally, the order consists of three sections: general provisions, functions and tasks for implementing types of sanctions, and monitoring the effectiveness of sanctions. The participants in the process are identified – the responsible structural unit and authorized structural units. The document replaces the previous version of the Procedure dated May 11, 2023.
Key provisions include:
– A detailed list of sanctions types that may be applied (prohibition of state property rental, termination of cultural exchanges, prohibition of public procurement, etc.)
– Principles for monitoring sanctions effectiveness (systematicity, realism, comprehensiveness)
– A clear mechanism for reporting monitoring results, including a list of mandatory information (identifiers of sanctioned persons, types of sanctions, application results)
– Requirement to report on sanctions ineffectiveness within 3 days
