Resolution of the Cabinet of Ministers of Ukraine on the Reorganization of the Institute of Public Administration and Scientific Research in Civil Protection

The Cabinet of Ministers of Ukraine has adopted a resolution according to which the Institute of Public Administration and Scientific Research in Civil Protection will be reorganized through its merger with the National University of Civil Protection of Ukraine. Students will continue their education in their chosen specialties at the new institution. Amendments have also been made to the Procedure for Training Specialists in Civil Protection, and several previous resolutions of the Cabinet of Ministers have been declared null and void.

Resolution of the Cabinet of Ministers of Ukraine on the Disposal of Missiles, Munitions, and Explosive Substances

By the resolution dated October 15, 2024, amendments have been made to the Procedure for the Disposal of Missiles, Munitions, and Explosive Substances. The main changes include the clarification of the disposal procedure, the definition of new terms such as “mobile disposal complex,” and the expansion of funding sources, including international investments. It is also stated that disposal may be carried out by military units using mobile complexes, and the preparation of munitions for disposal may take place at arsenals.

Rules of Anti-Terrorism Security

On October 15, 2024, the Cabinet of Ministers of Ukraine approved the Rules of Anti-Terrorism Security, which define the mechanisms and requirements for ensuring the anti-terrorism protection of real estate objects. The rules regulate the process of identifying objects as potential targets of terrorism and establish the obligations of state authorities and individuals regarding their protection. It is also provided for the compilation of an anti-terrorism security passport for objects, which will contain information about the purpose of the object, technical characteristics, and an action plan in the event of a threat.

On the Reorganization of the Institute of Public Administration and Scientific Research in Civil Protection
The Cabinet of Ministers of Ukraine has adopted a resolution on the reorganization of the Institute of Public Administration and Scientific Research in Civil Protection by merging it with the National University of Civil Protection of Ukraine. Students will continue their education in the new institution in their chosen specialties. Amendments have also been made to the Procedure for Training Specialists in Civil Protection Matters. Additionally, several previous resolutions of the Cabinet of Ministers have been declared invalid.

On Amendments to the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances
By the resolution of the Cabinet of Ministers of Ukraine dated October 15, 2024, amendments have been made to the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances. Key provisions include clarifications on the disposal procedures for ammunition, the definition of new terms such as “mobile disposal complex,” and the expansion of funding sources for disposal, including international investments.
In particular, disposal may be carried out by military units using mobile complexes, as well as with budgetary funds. It is noted that the preparation of ammunition for disposal may take place at arsenals, while explosive items can be handled at temporary storage sites. New disposal methods have been established, such as incineration and ultrasonic fragmentation.
Furthermore, the procedures for accounting explosive items and preparing disposal plans have been clarified, and new requirements for the deadlines for submitting lists of ammunition subject to disposal have been introduced.

On the Approval of the Rules for Antiterrorist Security
The resolution of the Cabinet of Ministers of Ukraine dated October 15, 2024, approves the Rules for Antiterrorist Security, which define the mechanism and requirements for ensuring the antiterrorist protection of real estate objects in Ukraine. The main purpose of these rules is to protect the life and health of individuals, as well as property, from terrorist threats.
The rules regulate the process of identifying objects as potential targets of terrorism, define categories of objects, and establish the responsibilities of state authorities, local self-government bodies, legal entities, and individuals regarding their antiterrorist protection. A system of measures to be taken to prevent terrorist attacks has been defined, including access control, security of objects, and training personnel to respond to threats.
In addition, the rules provide for the creation of an antiterrorist security passport for objects, which includes information about the purpose of the object, technical characteristics, protection systems, and an action plan in the event of a terrorist threat. Responsibility for compliance with the rules’ requirements is assigned to the heads of the relevant authorities and the owners of the objects.[:]
