National Bank of Ukraine
The National Bank of Ukraine has published the official prices for banking metals as of October 14, 2024. In particular, the price of gold is 108,906.86 UAH per troy ounce, silver – 1,285.58 UAH, platinum – 40,196.03 UAH, and palladium – 44,469.40 UAH. It is important to note that these prices do not constitute an obligation for the NBU to buy or sell these metals at the specified prices.
Official Exchange Rate of the Hryvnia
On October 14, 2024, the National Bank of Ukraine published the official exchange rate of the hryvnia against foreign currencies. The exchange rate for 1 US dollar is 41.1891 UAH, for the euro – 45.0238 UAH, and for the British pound – 53.7909 UAH. This rate is determined for accounting purposes and for transactions of the NBU with the State Treasury Service of Ukraine.
Order of the Cabinet of Ministers of Ukraine No. 985-r
The order amends the composition of the commission for the transformation of the state enterprise “Guaranteed Buyer.” The Deputy Minister of Energy Mykola Kolysnyk is introduced into the commission, while Svitlana Hrynchuk is excluded. This decision is part of the process of transforming the enterprise into a joint-stock company.
Order of the Cabinet of Ministers of Ukraine No. 979-r
This order closes the disciplinary proceedings against a member of the Commission for Regulation of Gambling and Lotteries, Yakhniy Yevhen Mykolayovych. The decision was made in accordance with the provisions of the legislation.
Resolutions of the Verkhovna Rada of Ukraine
The Verkhovna Rada of Ukraine has adopted in the first reading the draft Law on amendments to the laws regarding the improvement of regulation of the production and circulation of food supplements. The committee has been tasked with refining the draft taking into account proposals from the subjects of legislative initiative.
Renaming of Cities
The Verkhovna Rada has adopted resolutions on renaming the city of Yuzhne in the Odesa region to the city of Pivdenne, as well as the city of Yuzhnoukrainsk to Pivdennoukrainsk. These decisions are based on legislation that prohibits the promotion of Russian imperial policies.
Regulations on the Unified State Electronic Ticket Accounting System
The Cabinet of Ministers of Ukraine has approved the Regulations on the Unified State Electronic Ticket Accounting System, which will ensure the collection and processing of information on paid film screenings. Cinemas are obliged to connect to the system within a year.
Order of the Ministry of Internal Affairs of Ukraine
The order regulates the procedure for the certification of servicemen of the National Guard who are foreigners. A mechanism for organizing and conducting certification aimed at assessing their professional level has been established.

The Order of the Cabinet of Ministers of Ukraine dated October 11, 2024, No. 978-r pertains to the dismissal of Oleksandr Balanytsia from the position of Deputy Minister of Defense of Ukraine for European Integration Issues. The dismissal occurred at Balanytsia’s own request.
**On the Appointment of Boyev S.S. as Deputy Minister of Defense of Ukraine for European Integration Issues**
The Order of the Cabinet of Ministers of Ukraine dated October 11, 2024, No. 977-r relates to the appointment of Serhiy Serhiyovych Boyev as Deputy Minister of Defense of Ukraine for European Integration Issues.
**On the Appointment of Melnyk S.M. as Deputy Minister of Defense of Ukraine**
The Order of the Cabinet of Ministers of Ukraine dated October 11, 2024, No. 972-r concerns the appointment of Serhiy Mykolayovych Melnyk as Deputy Minister of Defense of Ukraine.
**On the Temporary Assignment of the Duties of the Head of the State Agency for Water Resources of Ukraine to Hopchak I.V.**
The Order of the Cabinet of Ministers of Ukraine dated October 11, 2024, No. 971-r assigns the temporary fulfillment of the duties of the Head of the State Agency for Water Resources of Ukraine to Ihor Vasylovych Hopchak. This decision remains in effect until a new Head is appointed in accordance with the established procedures.
**On the Adoption of the Draft Law on Amendments to Certain Laws of Ukraine Regarding the Improvement of Regulation of the Production and Circulation of Food Additives**
The Verkhovna Rada of Ukraine has adopted as a basis the draft law on amendments to certain laws of Ukraine regarding the improvement of regulation of the production and circulation of food additives. This draft is registered under No. 11389 and was submitted by the Cabinet of Ministers of Ukraine.
**Further Refinement of the Bill by the Committee on Health of the Nation**
The resolution obliges the Committee of the Verkhovna Rada of Ukraine on Health of the Nation, Medical Care, and Medical Insurance to refine the said draft law. This should be done taking into account the proposals and amendments from stakeholders of the legislative initiative, as well as the proposals expressed in the Committee’s conclusion dated July 19, 2024.
**Procedure for Submission for Consideration by the Verkhovna Rada**
After the refinement of the draft law by the Committee, it must be submitted for consideration by the Verkhovna Rada of Ukraine in the second reading. This is in accordance with the first part of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine, which defines the procedure for considering draft laws.

**On Amendments to the Agenda of the Twelfth Session of the Verkhovna Rada of Ukraine of the Ninth Convocation**
The Verkhovna Rada of Ukraine has adopted a resolution that amends the agenda of the twelfth session of the ninth convocation. The resolution includes new draft laws, specifically:

Procedure for Sending Servicemen of the National Guard of Ukraine Who Are Foreigners and Stateless Persons for Training, Retraining, Qualification Improvement, and Completion of Such Training (Retraining, Qualification Improvement)
The order of the Ministry of Internal Affairs of Ukraine approves the procedure for sending servicemen of the National Guard of Ukraine, including foreigners and stateless persons, for training, retraining, and qualification improvement in military training units. The document defines the mechanism for organizing training, which includes general military and specialized training, as well as qualification improvement aimed at enhancing the knowledge, skills, and professional qualities of personnel. Training is conducted based on annual combat training plans and training schedules. The selection of candidates for training is carried out in military units, and the duration of training is determined by the training plans. Upon completion of training, servicemen receive appropriate certificates and documents, which are attached to their personal files. In case of non-completion of the training program, servicemen may be dismissed and returned to their military units.
On Certain Issues of Military Service in the National Guard of Ukraine for Foreigners and Stateless Persons
The order of the Ministry of Internal Affairs of Ukraine dated July 22, 2024, regulates the military service in the National Guard of Ukraine for foreigners and stateless persons. It approves the nomenclature of positions that can be held by individuals from other countries, as well as the procedures for their training, certification, and discharge.
