[:uk]The Cabinet of Ministers of Ukraine has approved new rules for the preparation of excise electronic documents, which must be completed by economic operators at all stages of the movement of marked goods. The documents must be in electronic form with a QR code, and their application will commence on January 1, 2026.

A resolution has also been adopted regarding the formation of a unique group identifier for goods subject to marking. This identifier will be used in the electronic system for the circulation of alcoholic beverages and tobacco products, and its formation will begin upon the publication of the resolution, with certain provisions coming into effect on January 1, 2026.

Furthermore, the procedure for the creation and functioning of the Electronic System for the circulation of the aforementioned goods has been approved, with its operation starting on January 1, 2026. The system will ensure electronic traceability of the circulation of goods and is set to undergo testing from March 1 to December 31, 2025.

A memorandum between the Ministry of Justice of Ukraine and UNICEF is aimed at protecting children’s rights, providing for cooperation in the reform of the justice system and its adaptation to the needs of children. The memorandum will be in effect until December 31, 2029.

On October 9, 2024, the National Bank of Ukraine published the official exchange rate of the hryvnia against foreign currencies. The document lists the rates for 42 currencies, including: 41.1756 UAH for 1 US dollar, 45.2437 UAH for 1 euro, and 53.9606 UAH for 1 British pound. The exchange rates are used for accounting purposes as well as for operations of the NBU with the State Treasury of Ukraine. It is important to note that the NBU is not obliged to buy or sell currencies at these rates.

By the resolution of the Cabinet of Ministers of Ukraine dated October 4, 2024, the Procedure for the Preparation of Excise Electronic Document and its form has been approved. According to this act, excise electronic documents must be prepared by economic operators at all stages of the movement of marked goods that contain graphical elements of electronic excise stamps. The documents are prepared in electronic form using the software of the Electronic System for Circulation of Alcoholic Beverages and Tobacco Products.

The preparation of excise electronic documents in paper form is allowed in the event of a connection failure with the server of the Electronic System. All data must be entered in the state language, and the excise electronic document is considered valid only if it contains a QR code. The resolution comes into effect on the day of publication, and its provisions will be applied starting from January 1, 2026.

The resolution of the Cabinet of Ministers of Ukraine dated October 4, 2024, No. 1143 establishes requirements for the algorithm and criteria for forming a unique group identifier for goods subject to labeling. It states that this identifier will be used in the electronic system for the circulation of alcoholic beverages, tobacco products, and liquids for electronic cigarettes.

The unique group identifier will be formed by economic operators using software and will contain elements such as the identifier code, type of grouping, date and time of grouping, as well as other data. The resolution also regulates how the identifier should appear, including the barcode formats used for its application on packaging.

An important aspect is that the unique group identifier can be formed both by the system’s software and by the proprietary software solutions of economic operators. The resolution comes into effect from the moment of its publication, except for certain provisions that will enter into force on January 1, 2026.

The parties commit to supporting each other in strengthening the rule of law, coordinating efforts to protect children’s rights, adapting justice processes to the needs of children, and developing the institutional capacity of the Ministry of Justice. The memorandum does not impose financial obligations but allows for the mobilization of external resources.

The mechanism for implementing the partnership includes regular meetings and a joint work plan, as well as adherence to ethical standards and confidentiality during data exchange. The memorandum is valid until December 31, 2029, with the possibility of extension by mutual agreement of the parties.
