Resolution of the Cabinet of Ministers of Ukraine dated October 4, 2024, No. 1140 introduces amendments to two previous resolutions: dated April 25, 2023, No. 382, and dated August 13, 2024, No. 986. These amendments concern the implementation of an experimental project for the reconstruction of settlements affected by the armed aggression of the Russian Federation.
Main Provisions of the Resolution:
1. Amendments to the Resolution dated April 25, 2023, No. 382
In the appendix to the Procedure for the implementation of the experimental project, approved by resolution No. 382, the words “Urban-type settlement Borodyanka” have been replaced with “Settlement Borodyanka“. This is a change in terminology that clarifies the name of the settlement.
2. Amendments to the Resolution dated August 13, 2024, No. 986
The following changes have been made to resolution No. 986:
- Change in the amount of allocated funds: in the first paragraph of point 1, the figures “2690557.2” have been replaced with “2226184.661“. This indicates a correction of the total amount of funds allocated from the fund for the liquidation of the consequences of armed aggression.
- Editorial changes: in point 3, after the word “objects,” the word “(projects)” has been added, and the words “that is attached” have been replaced with “that are attached.” This clarifies that several documents or lists of objects (projects) are attached to the resolution.
- In the list of objects: the title of the list and the column “Name of the object and its location” after the word “object” has been supplemented with the word “(project),” clarifying that it refers to both objects and projects.
- Rewording of sections: the sections concerning the settlement of Borodyanka in the Borodyanka settlement territorial community of Kyiv region have been redrafted. This pertains to both sections with the customer, the Recovery and Infrastructure Service of Kyiv region, and sections with the customer, the Kyiv Regional State Administration (Kyiv Regional Military Administration).
- Replacement of financial indicators: in the summary tables, the amounts by sections and subsections have been changed, including the clarification of the amounts of funding for objects (projects) of new construction, reconstruction, and major repairs.
- The word “Objects” has been replaced with “Objects (projects)”: this change has been made throughout the text of the list, aligning the terminology with previous changes.
3. Obligations for the State Agency for Recovery and Development of Infrastructure
The State Agency for Recovery and Development of Infrastructure must ensure coordination with the Budget Committee of the Verkhovna Rada of Ukraine regarding the allocation of funds from the fund for the liquidation of the consequences of armed aggression, taking into account the amendments made.
Details of changes in the lists of objects (projects):
The following main changes have been made to the list of objects (projects) for the settlement of Borodyanka:
1. For the customer – the Recovery and Infrastructure Service of Kyiv region:
- Objects (projects) of new construction: the list of multi-apartment residential buildings has been detailed, indicating addresses, funding volumes, and the number of planned apartments.
- Objects (projects) of reconstruction: updated data on the reconstruction of residential buildings, a cultural center, and street-road networks with corresponding financial indicators.
- Objects (projects) of major repairs: multi-apartment residential buildings and administrative buildings have been listed with updated amounts for major repairs.
2. For the customer – the Kyiv Regional State Administration (Kyiv Regional Military Administration):
- Objects (projects) of new construction: new positions have been added, including the construction of a civil protection facility and a children’s art school.
- Objects (projects) of reconstruction: the list of objects has been expanded, adding the reconstruction of lighting networks, electrical and gas networks damaged as a result of hostilities.
- Objects (projects) of major repairs: the list of residential buildings, dormitories, and administrative buildings that require major repairs has been significantly expanded, with detailed financial indicators.
Summary Financial Indicators:
The total funding amounts by subsections after the amendments are as follows:
- Objects (projects) of new construction: the total amount is 5,186,089 UAH, with expenditures of 477,792.7 UAH.
- Objects (projects) of reconstruction: the total amount is 1,885,463.9 UAH, with expenditures of 589,992.4 UAH.
- Objects (projects) of major repairs: the total amount is 3,509,271.5 UAH, with expenditures of 1,158,399.561 UAH.
- Total by sections: the total amount is 10,580,824.1 UAH, with expenditures of 2,226,184.661 UAH.
Conclusions:
Resolution No. 1140 aims to clarify and adjust financial indicators, lists of objects (projects), and terminology concerning the reconstruction of the settlement of Borodyanka in Kyiv region. The changes will allow for more effective implementation of the experimental project for the recovery of settlements affected by armed aggression.
