Analysis of the Order of the Ministry of Finance of Ukraine No. 420 dated August 30, 2024
General Information
Order No. 420, issued on August 30, 2024, by the Ministry of Finance of Ukraine, was registered with the Ministry of Justice of Ukraine on September 16, 2024, under number 1393/42738, concerning amendments to the procedure for conducting the telephone “hotline” of the State Audit Office of Ukraine and its interregional territorial bodies.
Main Changes to the Procedure

Changes to the Procedure for Conducting the Telephone “Hotline”
- Point 7: Replacement of the wording “Department of Information and Public Communications, Consideration of Citizens’ Appeals” with “responsible structural unit of the State Audit Office.” This clarifies the responsibility for information and communication processes within the State Audit Office.
- Point 12: Replacement of the words “Department of Document Management and Control of Executive Discipline of the State Audit Office apparatus, as well as the responsible structural unit” with “document management service of the State Audit Office, as well as the responsible units.” This changes the responsible structures for document management and discipline control.
- Point 18: Reworded as follows: “Control over the timely consideration of citizens’ appeals received on the telephone ‘hotline’ is assigned to the responsible units of the State Audit Office and its interregional territorial bodies.” This clearly defines the responsible units for the operational consideration of citizens’ appeals.

Responsibilities of the Department for Coordinating and Monitoring Activities
- Ensure the submission of this order for state registration to the Ministry of Justice of Ukraine.
- Publication of this order.

Entry into Force
This order shall enter into force on the day of its official publication.

Control over the Implementation of the Order
Control over the implementation of this order is assigned to the First Deputy Minister of Finance of Ukraine D.V. Ulyutin and the Head of the State Audit Office of Ukraine A.V. Basalaev.
Agreement
The order has been agreed upon by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, D. Lubinets, and the Head of the State Audit Office of Ukraine, A. Basalaeva.
Conclusion
The amendments made are aimed at clarifying the responsibilities of the structural units of the State Audit Office of Ukraine in processing citizens’ appeals through the telephone “hotline,” as well as enhancing the effectiveness of monitoring the timely consideration of these appeals.[:]
