Main objective of the order: Amendments to the Order of the Ministry of Youth and Sports of Ukraine dated April 5, 2019, No. 1740, regarding the approval of the Procedure for the formation of calendar plans for events related to the implementation of state policy in the youth sphere and the affirmation of Ukrainian national and civic identity.

Key changes introduced by the order:

  1. Change of the order title: The title of Order No. 1740 dated April 5, 2019, has been revised:

    “On the approval of the Procedure for the formation of calendar plans for events related to the implementation of state policy in the youth sphere and the affirmation of Ukrainian national and civic identity.”

    This reflects an expansion of the order’s scope to include issues concerning the affirmation of Ukrainian national and civic identity.

  2. Change of the order’s preamble: The preamble of Order No. 1740 has been revised to reference current legislative acts:

    • Paragraph 4 of the Procedure for the use of funds provided in the state budget for the implementation of state youth policy measures and the affirmation of Ukrainian national and civic identity.
    • Subparagraph 5 of paragraph 5 and paragraph 8 of the Regulation on the Ministry of Youth and Sports of Ukraine.
    • The purpose of the amendments is to improve the procedure for the formation of calendar plans for events in the specified spheres.
  3. Change of paragraph 1 of the order: Paragraph 1 of Order No. 1740 has been revised:

    “1. To approve the Procedure for the formation of calendar plans for events related to the implementation of state policy in the youth sphere and the affirmation of Ukrainian national and civic identity, as attached.”

    This emphasizes the update and approval of the new procedure in light of changes in state policy.

Approval of changes to the Procedure:

The order also approves amendments to the Procedure for the formation of calendar plans for events, which were approved by Order No. 1740. These changes are detailed in the annex to Order No. 5151.

Key changes in the Procedure:

  1. Change of the Procedure title: The title of the Procedure has been revised:

    “Procedure for the formation of calendar plans for events related to the implementation of state policy in the youth sphere and the affirmation of Ukrainian national and civic identity.”

    This reflects the integration of the direction for affirming national and civic identity into the Procedure.

  2. Changes in Section I of the Procedure:

    • In paragraph 2, the first sentence: the term “state policy on youth” has been replaced with “state policy in the youth sphere.”
    • The second sentence has been revised to clarify the formation of calendar plans in the area of affirming Ukrainian national and civic identity, referencing the State Target Social Program for the affirmation of Ukrainian national and civic identity for the period until 2028 (UUNGI Program).
    • Paragraph 3 clarifies the use of terms in accordance with the current Procedure for implementing programs and events.
    • In paragraphs 4 and 6, terms have been replaced to align with the new wording, and the involvement of the Coordination Council on the affirmation of Ukrainian national and civic identity has been added.
  3. Changes in Sections II and III of the Procedure:

    • In paragraph 5 of Section II, the composition of working groups has been clarified, which may include representatives of various institutions and experts in the field of affirming Ukrainian national and civic identity.
    • In paragraph 6 of Section III, references to the UUNGI Program have been updated.
  4. Technical changes in the text of the Procedure: Throughout the text of the Procedure, the terms “state policy on youth and national-patriotic education” have been replaced with “state policy in the youth sphere and the sphere of affirming Ukrainian national and civic identity” to align with current legislation and terminology.

  5. Changes in the annex to the Procedure:

    • In the note to the annex and in column 5, the program name has been replaced with “UUNGI Program.”
    • Column 12 has been revised to clarify the list of institutes and institutions involved in conducting the events.

Additional provisions of the order:

  • The Department for the affirmation of Ukrainian national and civic identity is instructed to ensure the submission of the order for state registration to the Ministry of Justice of Ukraine in the established manner.
  • The Department for Strategic Planning and Communications is instructed to publish the order on the official website of the Ministry of Youth and Sports of Ukraine.
  • The order comes into effect on the day of its official publication.
  • Control over the execution of the order is entrusted to the Deputy Minister of Youth and Sports of Ukraine in accordance with the distribution of functional duties.

Conclusion:

Order No. 5151 dated August 19, 2024, aims to update the regulatory and legal framework of the Ministry of Youth and Sports of Ukraine, particularly through amendments to the Procedure for the formation of calendar plans for events. The main focus is on the integration of the sphere of affirming Ukrainian national and civic identity, which corresponds to current trends in state policy and legislation in Ukraine.
