For the period of martial law and four months after its termination, all funds derived from the lease of the Centre’s property must be allocated exclusively to the preservation of the film archive. This includes the financing of logistical measures, payment of wages for staff maintaining the archive, and coverage of utility and energy costs for the respective premises.
Structurally, the document serves as a specific amendment to CMU Resolution No. 634, which regulates the lease of state property during wartime. The new Clause 13-12 introduces an exception to the general procedure for the distribution of rental income, establishing the priority of expenditures for the support of cultural heritage. Compared to the previous version, where the procedure for using such funds could be general, their purpose is now clearly defined for this specific enterprise.
The most important aspect for practical application is the establishment of a direct prohibition on the use of “Dovzhenko-Centre” rental funds for any purposes other than ensuring the physical preservation of the film collection and the operation of the premises where it is housed. This creates a special legal regime of financing, which guarantees the protection of the archive against underfunding under the conditions of martial law.
